Perhaps obscured by Huawei's other new -- and bigger --smartphone, the Ascend G330 also made its first appearance here in Berlin. For a smaller price tag (200 euros, around $250) you'll be getting a slightly humbler 4-inch smartphone, with a 1GHz dual-core processor and up to 5.76 Mbps through its HSPA connection. The 800 x 480 TFT screen is noticeably jaggier than Huawei's other new devices, but for an entry-level model, we've seen plenty worse. It's also aided by Android Ice Cream Sandwich, offering a more up-to-date mobile OS experience than existing starter smartphones. There's a 5-megapixel camera on the back, while a 1,500mAh battery resides under the cover. The phone will land in Europe this November, in the single Black Matte option you'll find in our gallery below.

?However, the insurance industry?s capital position remains very strong. So while underwriters attempt to apply rate increases across the breadth of their contractor portfolios, the market remains competitive, especially for well-managed risks,? Mr. Anderson said.
Some rates still competitive

The report also says the market for project-specific general liability is competitive in most states. Also remaining generally competitive are general liability wraps and controlled insurance programs, as well as the markets for contractors professional liability and environmental insurance, according to the report.

Capacity for umbrella and excess and for builders risk remains stable, the report says.

Experts have reported that for the first half of this year, while most rate firming among casualty markets has been modest, many primary and excess buyers in higher-risk industries including construction, energy, transportation and life sciences have been presented with rate increases of 10% to 15% over 2011.

SAfrica justice minister questions court action

JOHANNESBURG (AP) ? South Africa's justice minister is demanding the nation's top prosecutor explain a decision to charge 270 miners with the murders and attempted murders of 112 striking co-workers shot by the police.

The development indicates a split in government over whether to shift the blame for the shootings from the police to the miners. The Aug. 16 shootings that killed 34 and wounded 78 near a platinum mine were the worst display of state violence since apartheid ended in 1994.

The National Prosecuting Authority's decision to charge them under an apartheid-era law leaves the government open to accusations it is acting like the brutal white rulers.

Justice Minister Jeff Radebe said the decision "has induced a sense of shock, panic and confusion," leading him to seek clarity from the prosecutor.

Antarctic breeding penguins vanishing

In the first complete survey of chinstrap penguins' breeding across Deception Island in the Antarctic, scientists have found a significant number of the chic birds have disappeared from the breeding grounds since the 1980s.

The largest colony, called Baily Head on Deception Island, which is located in the Antarctic's South Shetland Islands, saw a drop of more than 50 percent over the past two decades, the researchers added.

The culprit? The scientists point to climate change.

The study, detailed this week in the journal Polar Biology, complements another recent tally of chinstrap penguins on Deception Island. That survey focused on just one chinstrap colony on Deception, showing that more than one-third of the Vapour Col ?colony had vanished in the past 20 years. In the new study, Heather Lynch, assistant professor of ecology and evolution at Stony Brook University, and her colleagues surveyed the entire island in December 2011. Field work in Antarctica is not for the faint of heart; the 12-day period of their work using the yacht Pelagic as a base station occurred "in the harshest of conditions ? persistent clouds, precipitation and high winds, the latter sometimes reaching gale force and requiring a lot of patience waiting out the blows," said study researcher Ron Naveen, founder of the nonprofit science and conservation organization Oceanites, Inc. "But, in the end, we achieved the first-ever survey of all chinstraps breeding on the island."

The team estimated 79,849 breeding pairs of chinstrap penguins at Deception, including 50,408 breeding pairs at Baily Head.

"We combined our field count with an analysis of satellite image analysis showing for the first time that satellite image census estimates are indistinguishable from ground counts," Lynch told LiveScience in an email, referring to the Baily Head numbers."

Then, by comparing the updated numbers with previous population estimates (after accounting for uncertainty), the researchers found strong evidence of a more than 50 percent decline in the abundance of chinstraps breeding at Baily Head since 1986-87.

The study also seems to clear up, at least for the Baily Head colony, a concern that tourism may be harming the birds.

"While there has been considerable focus in the policy and management community about the potential impact of tourism on these penguin populations, we cannot forget the overwhelming evidence that climate is responsible for the dramatic changes that we are seeing on the Peninsula," Lynch said in a statement. "If tourism is having a negative impact on these populations, it?s too small an effect to be detected against the background of climate change."

In the 1990s, some thought the melting sea ice would favor chinstrap penguins, which, unlike Ad?lie penguins, prefer the ice-free waters. However, the sea-ice decline in the winter has reached a point where it is impacting the penguins' favorite food, krill, said Andres Barbosa of the National Museum of Natural Sciences in Madrid, who conducted the Vapour Col study.

The new study is part of the Antarctic Site Inventory project, which has been collecting and analyzing Antarctic Peninsula-wide penguin population data since 1994.

2nd Yosemite visitor dies of rodent-borne illness

YOSEMITE NATIONAL PARK, Calif. (AP) ? A second person has died of a rare, rodent-borne disease after visiting one of the most popular parts of Yosemite National Park earlier this summer, and park officials were warning past visitors to be aware of some flu-like aches and symptoms and seek medical help immediately if they appear.

Health officials learned this weekend of the second hantavirus death, which killed a person who visited the park in June, spokesman Scott Gediman said in a statement.

There was one other confirmed case of the illness, and a fourth is being investigated.

Yosemite officials said the four visitors might have been exposed while vacationing at the park's Curry Village, and are warning those who stayed in the village's tent cabins from mid-June through the end of August to beware of any symptoms of hantavirus, which can include fever, aches, dizziness and chills. An outreach effort is under way to contact visitors from that period who stayed in "Signature Tent Cabins," which have more insulation and amenities than other tent cabins.

Federal health officials say symptoms may develop up to 5 weeks after exposure to urine, droppings, or saliva of infected rodents, and Yosemite advised visitors to watch for symptoms for up to six weeks.

Of the 587 documented U.S. cases since the virus was identified in 1993, about one-third proved fatal. There is no specific treatment for the virus.

After-hours calls to Yosemite officials seeking further details were not immediately returned Monday night.

Following the first death, which was reported earlier this month, state health officials advised anyone with symptoms to seek medical attention and let doctors know if they were camping in Yosemite. Officials said thousands of people visit the park every month, so it would be impossible to track everyone who had set foot in Curry Village.

Curry Village is the most popular and economical lodging area in the park, a picturesque assemblage of rustic cabins at the base of the 3,000-foot promontory Glacier Point.

Gediman told the San Francisco Chronicle that of the 408 tent cabins in the village, 91 are of the "signature" variety where the four cases had stayed, which feature more insulation and amenities than the others.

It was not clear how many people stayed in the cabins in the period in which park officials are warning visitors.

Gediman said contractors are working on the signature cabins to protect park-goers.

"They're doing everything they can to eliminate areas where mice can get into the cabins," Gediman told the San Francisco Chronicle. "This was never because the cabins were dirty, it was never because we didn't take care of them. This is just because approximately 20 percent of all deer mice are infected with hantavirus. And they're here in Yosemite Valley."

This year's deaths mark the first such deaths in park visitors, although two others were stricken in a more remote area in 2000 and 2010, officials said.

Post-Summer Risk Recommendation

I really think that we are facing a potentially very disruptive period for business in the coming 12-18 months and I would strongly advise more rigorous application of risk management techniques in producing financial and business plans as all of you face into your budgetery processes after the summer break.

This is not meant to be scare-mongering. but the macro-economic scene is volatile, the banking sector is still in crisis internationally and there is a real risk of social unrest with associated political consequences.

It would appear that we may have come to a time of re-definition of many aspects of our lives.

On the banking front, the relationship between state and the sector has not been sorted. Bailouts (at the cost of taxpayers) were required but the quid pro quo of support for industry and individuals has not yet arisen (Ireland is not unique in that regard).

Worse than that, the mantra of ?owe a little, it?s your problem, owe a lot, it?s the banks? seems to hold true here. The ability of those owing tens and hundreds of millions running to the UK and having a clean slate within 12 months while ordinary folks struggle to meet their commitments will eventually lead to problems.

We have also seen a suggestion in the media of increased protectionism ? ref. the hard stance taken in the US on non-US banks which is raising hackles in the UK (will the $1bn fine of Samsung in the US courts be similarly viewed?). All in all, I think that the period to the end of next year will be significant. Please push risk management to the top of the agenda ? remember, risk also brings rewards to those who are ready: avoiding risks that hit competitors IS a competitive advantage.

I respectfully suggest that you all should undertake a risk healthcheck as part of the 2013 budgetary process.

Banking and Finance

Busy week on the banking front again.

The main news in Ireland was the Central Bank report that suggested that the rejection rate by Irish banks was the second highest in the Eurozone despite the fact that they are also likely to face higher collateral requirements and higher interest rates.

New lending to the SME sector was only ?407m in Q1 2012. Credit outstanding to non-financial, non-property companies is now back to 2005 levels.

What is quite remarkable is the relatively low level of lending to the SME sector compared to the level of employment in the sector.

For example, the most recent interim statement presentation from Bank of Ireland shows ROI SME lending at ?11bn out of a total loan book of ?105bn. Corporate (non-SME, non-property) accounts for ?10bn in total although only ?2bn of that is in ROI. In fact of their total SME and Corporate loan book of ?25bn, just over 50% of it (?13bn) is in ROI.

It is also notable that they have used ?1.5bn of the funds borrowed in the LTRO to invest in Irish government bonds (something that was flagged here at the time of the LTRO). It is further notable that they appear to have borrowed ?12.3bn in the LTRO at 1% for 3 years which should allow them to reduce their cost of funds.

Difficult to square these circles.

Is it likely to get better in the short-term? Doubtful.

The increase in mortgages that are in trouble is both evident and not surprising ? it has been well marked here and elsewhere going back 2-3 years as the next logical problem. The probability of this getting worse is high as

1. Europe looks like remaining in negative GDP growth in Q3
2. Further tax increases in the next Budget have been flagged this week. As these taxes are related to property rather than income, then it will hit disposable income as it is not something that will be paid from earnings ? it must be paid regardless (the principle at this point is ludicrous), and?
3. Interest rates are at historic lows. With a large % of mortgages on trackers, they will eventually increase and, coming off a low base, the proportionate effect will be large. The inability to fix rates (or at market rates) will only make it worse.

We all know in business that if you have a problem, it?s best to make a big provision in one year, clear the decks and move on (as has been the case in the US banking crisis). What is happening here is that the worst case scenario modelled for bank recapitalisation will eventually arise as the problem is not only related to cashflow and repayment capacity but also to property prices and negative equity (as the banks write off the difference).

Again, it would appear that the authorities only deal with one side of the balance sheet ? but the core element of risk management is the related nature of ALL the risks and the requirement to manage them on an integrated basis is the solution.

Market Review

Eurozone. Quiet week in the Eurozone. Composite PMI rose to 46.6 from 46.5 in the previous month indicating that Q3 GDP in the eurozone is also likely to be negative. Consumer confidence also fell again in August.

UK. Q2 GDP was revised to a decline of (0.5%) compared to a first estimate of (0.7%) but retail sales (distributive trades) were worse in August. Public sector finances showed a deficit of almost ?0.6bn in July compared to a surplus of ?2.8bn in July 2011as tax revenues unexpectedly fell. Finally industrial orders fell to their lowest level since December 2011.

USA. The minutes of the last meeting of the Fed indicated further monetary stimulus was being considered. Durable goods rose by 4.2% in July. Manufacturing PMI rose by 0.5 to 51.9 in August. Existing home sales rose by 2.3% in July.

Foreign Exchange

The EUR weakened again last week against GBP and USD. End of week rates were EUR/GBP0.7845 and EUR/USD1.2295. The focus continues on political issues in the financial markets and the currencies are subject to significant influence from these rather than economic matters.

Interest Rates

3-year Euro interest rates were back 5 bp to 0.63%.

UK 3-year rates were unchanged at 0.87%. Finally US 3-year rates were also unchanged at 0.56%.

Ask beats Answers with $300M bid for About.com

NEW YORK (AP) ? The New York Times Co. is selling its troubled online information service, About.com, to the parent company of Ask.com for $300 million in cash.

That offer trumped a $270 million bid from Answers.com that was reported three weeks ago.

The Times and IAC/InterActiveCorp announced the deal late Sunday. IAC, which also operates the dating site Match.com, is controlled by media mogul Barry Diller.

About provides information on a wide variety of topics and also operates ConsumerSearch.com and CalorieCount.com. Content is written by paid experts known as guides. Ask is a search engine that has tried to set itself apart from competitors by focusing on finding answers to search requests posed in the form of a question. Ask still ranks far below Google and Microsoft's Bing in terms of use.

IAC said Ask and About will continue to operate as separate sites and will complement each other. The Ask search engine can draw on content from About in answering those search queries, and Ask can boost traffic to About by directing more users there.

The Times purchased About in 2005 for some $410 million. About has suffered in the past year because a change in the way Google handles search results made About content harder to find.

In the April-June quarter, the Times took a $126 million after-tax charge against earnings to reflect the declining value of the About business.

In that quarter, revenue from About fell 9 percent from a year ago to $25.4 million. Its adjusted operating profit fell 30 percent to $10.2 million.

Although the Times had been upbeat over About's prospects, Times Chairman Arthur Sulzberger Jr. said the sale allows the company to focus on its core brands, which include such newspapers as The New York Times, the International Herald Tribune and The Boston Globe.

Times' stock fell 3 cents to $9.20 in midday trading Monday. The shares are close to the 52-week high of $9.57 hit last week.

Shares of IAC, also based in New York, rose 55 cents, or 1.1 percent, to $52.05. They hit a 52-week high of $54.20 a month ago.

TAMPA, Fla. (AP) ? Floridians, tourists and thousands of visitors for the Republican National Convention were warned Saturday to prepare for Tropical Storm Isaac, which is expected to strengthen to a hurricane by the time it reaches the Florida Keys.

While there were few signs of the approaching storm in Tampa, convention officials called off most events until after the storm passes. They planned to convene briefly as planned on Monday, then delay most of the schedule until Tuesday afternoon.

Streets were already shut down around the Tampa Bay Times Forum, where former Massachusetts Gov. Mitt Romney is expected to accept his party's presidential nomination Thursday night. Law enforcement milled about downtown, and some protests already were under way. One group protesting homelessness and the housing crisis "took over" a foreclosed home by cleaning the yard and planned to help a homeless couple move in.

Florida Gov. Rick Scott, a Republican, declared a state of emergency and canceled his plans to attend convention events on Sunday and Monday.

A hurricane warning had been issued for the Florida Keys, and officials warned tourists to leave. Forecast models show Isaac likely won't hit Tampa head-on, but it could lash the city with rain and strong winds just as the convention ramps up.

"I told some of my Democratic friends, 'We are the storm, baby, we are the thunder,'" said Steve Linder, whose business is planning all events for the Michigan delegation. Linder added, smiling, "and it ain't gonna stop until November."

Dianne Joachim of New Richmond, Wis., was in town for her first convention and vowed not to let Isaac ruin it.

"I just figure God's got this," she said as she arrived at her downtown hotel.

Scott said during a media briefing that delegates were being told how to stay safe during a storm, and officials were ready for storm surge, bridge closures and other problems that could arise during the convention. He also said he was in close communication with local, state and federal agencies, as well as convention officials.

"We are a hospitality state. We know how to take care of people and we want to ensure their safety," the governor said.

Isaac was blamed for at least three deaths after dousing flood-prone Haiti and was expected to scrape eastern Cuba on Saturday. It was forecast to hit the Keys late Sunday or early Monday, and it then could bring stormy conditions to Florida's west coast before moving to the Panhandle.

Isaac was expected to pass over the Keys as a hurricane late Sunday or early Monday. A steady stream of cars moved north along the Overseas Highway on Saturday, but officials said there were no major problems as some evacuated. At spots of higher ground along the highway, the only road connecting the Keys, dozens of people parked their cars to escape flooding.

At The Turtle Hospital in Marathon, workers were moving recovering turtles from outdoor tanks inside, and hospital founder Richie Moretti said warnings were being taken seriously. He noted Hurricane Wilma in 2005 was initially expected to hit as a Category 1 storm, too.

"It took out the motel, the hospital, the docks, and all the boats. So, I don't take anything for granted. If there's a storm coming, I don't care what number they give it. We're going to batten down and be ready," he said.

Volunteers carried in supplies at shelters throughout the Keys. On Duval Street, the famed tourist strip in Key West, many shops were boarded up. Bands of light rain moved through and passersby crowded under umbrellas and wore ponchos and slickers.

"The weather sucks, but on Tuesday it'll be nice," said an optimistic Kelly Calhoun, a 30-year-old speech therapist at the start of a weeklong vacation to Key West with family. "We got all the essentials: booze and food."

Yet the storm was days away from the Florida Panhandle. It was sunny and breezy on the beach Saturday in Pensacola, with people out strolling and playing in the sand. Condo associations told people to move furniture inside, but full-scale preparations hadn't yet begun. Waves weren't yet big enough for surfers.

When the storm hits, strong winds will be "enough to knock you over" and produce severe thunderstorms, National Hurricane Center spokesman Dennis Feltgen said.

Storm surge and tornadoes also are possible when Isaac hits, and winds could topple power lines and lead to lengthy power outages, Feltgen said. The Panhandle already has had a wet summer, so potential flooding was especially possible there.___

Officials said there should be no problem handling the crowd considering the city's long tradition of staging much larger free concerts at the same location.

"Every year, we have detailed plans for public safety, street access, trash removal and we successfully accommodate 400,000 to 500,000 visitors on the 4th of July," Mayor Michael Nutter said in a statement.

And for those who can't make the festival on either Sept. 1 or 2, don't worry ? filmmaker Ron Howard is directing a movie about the show.

Overall, city officials expect 50,000 paying fans each day for the line-up curated by Jay-Z, whose real name is Shawn Carter. Acts include Skrillex, Drake, Afrojack, Chris Cornell, Run-DMC and hometown favorite Jill Scott. Performances will run from 2 p.m. to 11 p.m. on three stages.

Gary and Kristin Camp of Wilmington, Del., were enticed by the lineup and bought a pair of two-day passes. Though they have some questions about logistics and transportation, Gary Camp said they're prepared for a couple of long days and are looking forward to the show, especially Pearl Jam.

"I think it's going to be an exciting event in a unique setting," Camp said.

Organizers say the blocks-long site will be enclosed by 8-foot high double-fencing patrolled by security. Material woven into the chain-link barrier is designed to keep non-paying spectators from seeing the show.

"Made In America," which is sponsored by Budweiser, will be held rain or shine. It benefits United Way organizations in greater Philadelphia and southern New Jersey; Lancaster, Pa., and New York City.

The concert is being produced by Live Nation.
