Ebola outbreak in Uganda kills 14

An outbreak of the deadly Ebola virus that erupted in western Uganda at the start of July has killed 14 people, the World Health Organisation (WHO) said on Saturday.

The latest outbreak was in the western Kibaale district, around 200 kilometres (125 miles) west of the Ugandan capital Kampala, and around 50 kilometres from the border with Democratic Republic of Congo,

"We have confirmed 20 people who have contracted the virus of which 14 have died," Joaquim Sewaka, WHO Uganda representative, told AFP.

Sewaka said that teams from the Ugandan health ministry and the US government's Centre for Disease Control (CDC) had been dispatched to the area.

"The response is strong and we will try to set up quarantine points as soon as possible," Sewaka said.

The rare haemorrhagic disease, named after a small river in DR Congo, killed 37 people in western Uganda in 2007 and claimed the lives of at least 170 people in the north of the country in 2000.

How to talk to your Mac: Using diction effectively

One of the more useful and interesting features in OS X Mountain Lion is Dictation, which allows you to speak to your Mac and have your words translated to text. It's system-wide, and works in any app where text can be entered. Before you dive in and start speaking to your Mac, here's how to use it to its fullest.

If you've used a tool like Dragon Naturally Speaking, Siri on your iPhone, or Google Voice Actions (or another personal assistant) on your Android phone, you know how Dictation works already. The difference here is that instead of using Dictation to issue commands, search the web, or call friends, it's ideal for writing documents, commenting on articles, and turning your thoughts into blocks of text anywhere text can be entered. Here's how to set it up.

Enable Dictation in System Preferences

  1. Click the Apple Menu and select System Preferences
  2. Under "System" click "Dictation and Speech."
  3. Toggle Dictation from Off (default) to On.
  4. Optional: Change the default keyboard shortcut to enable dictation?if you use an external keyboard, you may not have a dedicated function button.

Once enabled, tap the function key (FN) twice (or whichever shortcut you selected) to start or stop Dictation. You can also skip System Preferences entirely by tapping the function key twice from any window, but we think the long way is best so you can change the shortcut if you want.

Keep in mind that when you use Dictation, your words (and some other data) are sent to Apple to be translated into text?much like when you use Siri. Apple says the data is used to improve voice recognition only, and not associated with any other information Apple may have about you.

Use a Headset or Microphone
In the Dictation and Speech preferences, you have the choice to switch the input used for dictation to your Mac's line-in over the internal microphone. Unless you're sitting right in front of your Mac all the time, we'd suggest using a headset or dedicated microphone when you're working with Dictation. Using the internal mic isn't bad, but using a headset is definitely better and in our tests led to fewer skipped or incorrect words. Of course, common sense also applies: speak loudly and clearly when working with dictation and you'll have better luck. No mumbling!

Don't forget punctuation and commands
Remember, the dictation tool translates your words into text?it doesn't know much about grammar. That means if you want a comma in a sentence, or want to end a sentence with a period or exclamation point, you have to say it aloud for the app to understand what you want. It''s tricky to get into the habit of saying things like?"Dear Adam comma new line thank you for sending this over to me period it's a huge help exclamation point"?but you'll get the hang of it. The result, of course, would be:

Dictation does a good job of recognizing proper nouns and capitalizing them, and can even recognize your contacts' names and proper spellings. Here are some other helpful commands to remember:

  • "All Caps"?turns all of the following text into ALL CAPITAL LETTERS.
  • "New Paragraph", as the name implies, starts a new paragraph.
  • "New Line"?inserts a carriage return.
  • Dollar amounts and dates are automatically recognized, so saying "thirteen dollars and twenty five cents" will appear as "$13.25," and "july twenty-fifth twenty-twelve at 9 PM" will appear "July 25, 2012 at 9PM."
  • "Smiley" and "Frowny" correspond to their emoticons, and are displayed as ":-)" and ":-(" respectively.
  • Punctuation like "comma", "period", and "quotation mark", all work the way you would expect.

Dictation works out of the box. You don't need to train it with your voice, and while it does get better over time as it learns your voice, it's not like many mobile assistants that need hours of input before they work effectively. Best of all, it supports US, UK, and Australian English, so an accent from any of those locations won't matter much. If you use your Mac in a different language, Dictation also supports French, German, and Japanese, and will enter text spoken in those languages correctly.

In the shadow of the Games, London celebrates

Updated at 07:43 p.m. ET: STRATFORD, East London ? For billions of people watching around the world, Friday night?s 2012 Olympic Games opening ceremony?signaled the start of two weeks of sporting excitement.

But for nearby residents just outside the main Olympic Park ? within earshot of the spectacular show, but separated by 11 miles of electric fence???the celebrations also marked the end of seven years of planning and redevelopment which has transformed the local area and made an impact on many lives.

Tens of thousands gathered in parks to watch the ceremony on giant screens, or hosted parties in apartments and backyards in the shadow of the stadium. Cheers erupted when British cycling hero Bradley Wiggins rang the bell to begin the display.

?For people living in this area, the Olympics isn?t just about these two weeks???they?ve been living with the anticipation and excitement for years???as well as the noise and disruption,? said Stephen McVeigh, deputy head of residential property at Genesis Housing, whose 700-home development includes a 43-story tower, Stratford Halo, under construction yards from the Games.

Across the River Lea, southwest of the stadium in an industrial zone that has witnessed decades of decline, one local furniture factory decided to make the most of the event by clearing its workspace and yard and converting them into a giant temporary nightclub and bar complex called Fringe 2012.

Inside, with the music from the ceremony drifting across the river, revelers who had paid up to 25 pounds ($39)?cheered their favorite points in the ceremony???including the appearance of live cows and comic actor Rowan Atkinson?(best known in America as Mr. Bean) ??and joined the stadium crowd in singing the National Anthem, "God Save The Queen."

?We decided this was a better business plan so we applied for a (liquor) license and put a giant screen and turned it into a place for people to feel part of the Olympic experience even if they couldn?t be in the ceremony or get tickets for the events," said?Steve Black, whose family has made sofas on the site for generations.

?Hopefully this will change the area for good???this all used to be factories but soon it will be bars, restaurants, galleries," he said. "It?s a celebration for the area as much as for the opening of the Olympic Games.?

London's 'East End': From haven for gangsters to Olympic showcase

Thousands packed into Victoria Park, about two miles west of the stadium, to watch the ceremony on big screens.

There was an ironic cheer when it began to rain, but the best reaction of the night came when a comedy skit depicted The Queen alongside James Bond actor Daniel Craig.

There were spectators sporting flags from all over the world, from Australia to Brazil, Japan to Canada.

Yulia Semakima, 25, from Omsk, in Russia, who is studying law in London, was among those caught up in the mood of the moment.

?I?m not a big fan (of the Olympics), but now I feel like I?m becoming more and more enthusiastic about it,? she said, dressed in a Russia shirt and cap.

?I think we will be third (in the medal table) after China and then the U.S. I hope we can beat France and Germany,? she added.

Referring to a considerable amount of typically British moaning in the months ahead of the Games, she could not understand why Londoners did not seem ?really to be impressed with this.?

One Briton who was definitely enjoying the Games was Lucy Chisholm, 44, from Twickenham, London, who was wearing British flags in her hair, on her T-shirt and had one painted on her cheek.

?I feel very patriotic at the moment. With everything that?s been going on in Britain, it?s been fantastic. We?ve had the (Queen?s) Jubilee and that really brought people together,? she said.

Chisholm said she hoped anyone who had complained about the Olympics ?haven?t got tickets,? adding, ?We?ve had so much moaning, but that?s what Britons do, isn?t it. Everybody should get together and embrace it.?

Jamaica supporter Richard Woodburn, 32, from London?s East End, was wearing a Jamaica sports shirt and proudly showed a picture on his cellphone of his house bedecked with Jamaican flags.

?They (Jamaica) are going to clean up in the athletics???100 meters, 200 meters, 400 meters, 400 meters relay, men and women,? he said.

?The Games are here???just enjoy it. There?s so many people enjoying it,? he said gesturing to the crowd of thousands around him. ?Just run with it.?

Mark Townsend, 46, who was born in Britain, grew up in Canada and whose wife Mariko is from Japan, was similarly upbeat, saying he hoped the Games slogan of ?Inspire a Generation? would come true for his children, age 11 and 5.

?My 11-year-old daughter is going to play (soccer) for Canada, Japan or Britain,? he said.

Paul Meikle, a cub scout leader from Castle Rock, Northern Ireland, with a group of more than 40 cub scouts, explorers and adults, said the beginning of the Opening Ceremony was ?really, really good? and ?well put together.?

He welcomed the decision to start the ceremony with songs from the four parts of the United Kingdom???England, Scotland, Northern Ireland, and Wales???saying it was ?inclusive of everyone.?

?It?s really, really exciting to be here,? Meikle said. ?We?ve come across to spend the first couple of days of the events here.?

He said the scouts planned to watch the cycling road race Saturday, with Britain?s Mark Cavendish among the favorites to win.

At Forman?s Smokehouse, a family-run fish processing company that was forced to relocate to make way for the Olympic Park, managers transformed the forecourt into a spectacular temporary beach-themed bar complete with beach volleyball court, palm trees and champagne counter.

When Sir Paul McCartney performed 'Hey Jude' the crowd mirrored those inside the stadium by singing along with their hands in the air.

?London is so buzzing at the moment, and the atmosphere here is incredible,? said Amy Loudon, 25, who traveled across London with her friends Anna Celeste Walters and Alex Sinclair to party nearer the Olympic site. ?People seem to be in a much better mood now, after all the moaning.?

Gary Bott, 31, a construction worker, traveled two hours from the city of Cambridge in order to celebrate in London. He was unable to get into the public screening at Victoria Park because it was too crowded.

?It?s much better to be closer to the action, even if we?re watching on a screen,? he said. ?There ceremony made us really proud to be British.?

Paco Lima, a 35-year-old soldier from Mexico, was also soaking up the atmosphere at Forman?s ? and cheering on his country when Mexican athletes joined the parade.

?The ceremony was great ? like a Hollywood production,? he said.

Among those performing in the spectacular show was dance student Jack Ludwig, 22. He told NBC News before the ceremony began: ?I don?t think I?ll ever get to do anything like this in my lifetime again, so to be part of it is incredible.

?During rehearsals I was looking up at various spots in the crowd and thinking ?that?s where the Queen will be sitting, that?s where all the world leaders will be.'?

As such, trying out a green Iftar could be the first step you take towards a more ethical and environmentally-friendly life. Realising the waste that occurs during Iftar (breaking of fast) and doing something to tackle it will hopefully inspire you to take more green action in your everyday life. Whether that is growing your own food, using more sustainable forms of travel or limiting your waste ? this green step during Ramadan will inshalla be the first of many.

As of today, an entire week of Ramadan fasting will have passed which means that you?ve already enjoyed 7 Iftars. Cut Food Waste
At a time when we as Muslims are supposed to remember the many blessings that god has bestowed upon us, it amazes me how much food we are still throwing away. In the United Arab Emirates alone, it is believed that 500 tonnes of food are wasted every year during Ramadan. And yet, there are simple steps that everyone can take to stop this mountain of food being thrown away. Don?t ever shop when you are hungry, buy less, cook less (around a third less then you think you need), store your food properly and don?t make fresh food when you have perfectly yummy leftovers that just need a little freshening up.

Bring Your Own Plate
Styrofoam-filled bins are a familiar sight at most mosques during Ramadan as public Iftars tend to involve piles and piles of plastics cups, plates and cutlery. As plastic is hugely toxic to the land where it is eventually dumped, however, we need to change our reliance on it. The best way to avoid plastic is to ask people to bring their own plates and cutlery. Not only does this cut out the plastic but it also means you can have better control over your portions and can avoid overeating. If you live in the US, you can also rent out this Zero-Waste Iftar kit from DC Green Muslims.

Embrace FairTrade

Trade justice is an important principle in Islam and Muslims have a responsibility to ensure that they do not consume products that contribute towards injustice. However, very few make sure that the food they buy has been traded fairly ? you can change that this Ramadan by trying out FairTrade products like dates, almonds, juices and fruits. In the Qur?an it reads: ?Give full measure and full weight in justice, and wrong not people in respect of their goods? (11:85). So why not support Fairtrade during your Iftar and raise awareness of the importance of ethical consumption and fair trade in the Muslim community.

Go Vegetarian
Despite popular belief, vegetarian dishes don?t have to be dull. In fact, not eating meat means that you have to get a little creative and include lots of bean, nuts and vegetables into the mix. If you want to keep to the Middle Eastern theme, there are some great traditional veggie dishes such as Mujadera, Tabbouleh and that?s not including a plethera of lovely hot soups, sticky sweets and yummy pastries. Eco-Mosque Checklist
To help build on your green Iftar actions, you could look at greening your local masjid and raising the environmental-awareness of your local community. The best way to start is with an inclusive green message during a khutbah or through posters at key areas of the mosque. Hosting green events or even green Iftars to get people talking about the issues in a more open and friendly environment is also a great idea. The next steps could include looking at water and energy usage in the mosque and cutting that down as well as encouraging people to travel to prayers using more sustainable modes. Classic Pasta Salad Recipe + Summer Party Set GIVEAWAY ...

Today I have a great recipe + a GIVEAWAY perfect for Summer entertaining! I recently teamed up with ZAK! Designs and wrote an article for them on ?keeping cool in the summer heat.? To help me get started they sent their insulated Tubbies to work with, which I used to keep ice cream and pasta salad nice and chilled. Now they?re giving?one away as part of?a summer party ice cream set, which I?ll tell you about in a minute.

First, I want to share one of my favorite pot luck side dishes with you ? a Pasta Salad recipe. I got this from a friend about 10 years ago after she served it at a backyard cookout. I love the creaminess, the crunch, and the perfect balance of flavors, and I?think you will too.

Classic Pasta Salad

  • 16 oz box pasta ? elbow macaroni works well, as does petite penne
  • 5 hard boiled eggs, chopped
  • 1/2 medium onion, diced
  • 1/2 green pepper, diced
  • 4 stalks celery, diced
  • 1 cup shredded cabbage
  • 1/2 tsp. celery seed
  • * 1/3 cup sweet pickle relish* optional
  • black pepper to taste

Dressing

  • 1 1/2 cup mayonnaise
  • 1/2 TBsp mustard
  • 1/4 cup sugar
  • 1/4 cup vinegar
  • 1/4 tsp salt

Cook pasta al dente and rinse and drain. Add pasta and all salad ingredients to a large bowl.

Mix together dressing ingredients and pour over pasta salad. Combine well and cover.

Place in refrigerator and let chill for at least 2 hours or overnight if possible.

Tax havens help rich hide $21 trillion, study shows

Thanks to lax international tax rules the world?s super rich have siphoned at least $21 trillion -- more than 50 percent larger?than the entire U.S. economy -- into secretive tax-free havens, according to a study by UK campaign group Tax Justice Network.

The report by James Henry, a former chief economist at international consultancy McKinsey & Co., shows how with the help of private banks the money has flowed into countries such as Switzerland and the Cayman Islands.

?We?re basically talking about a black hole in the world economy,? Henry told NBCNews.com. ?


The figure of $21 trillion in off-shore funds is conservative and the true sum could be as high as $32 trillion, Henry said.

According to the study, the world?s top 50 private banks managed more than $12.3 trillion in 2010 in off-shore financial assets, up from $7.5 trillion five years earlier.

In 2010, the world?s top 10 financial institutions -- which today include the U.S.?s Goldman Sachs and JPMorganChase, as well as Switzerland?s UBS and Credit Suisse -- ?controlled about half of this amount. At least seven of these top 10 institutions received huge bailouts in the wake of the financial crisis, Henry said.?

?This isn?t a bunch of shady third-world banks -- these are some of the premier institutions in the world,? Henry said. ?JP Morgan, Citibank, Barclays, UBS -- the top 10 to 20 banks these are some of the ones who received most of the financial bailout, who were involved in the mortgage fiasco, the Libor rates scandal.?

?Now we find out that they have been spending a lot of time helping very wealthy people avoid taxes,? he added.

Indeed, the report comes at a troubling time for a banking industry reeling from a multi-country probe into the manipulation of global benchmark rates. Last month,?British bank Barclays agreed to pay a $453 million fine to settle a U.S.-British probe into the rigging of the interest rate known as the London interbank offered rate, or Libor, that affects debt from student loans?to mortgages.

That follows years of international turbulence and huge bailouts sparked by the subprime lending crisis in the United States.

While many of the tax-avoiding rich hail from developed countries in Europe and North America, the newly wealthy in developing countries, such as China and India, have siphoned off enough in the last 40 years to pay off their countries' respective debts, Henry said.

Growing anger at tax evasion
The report -- based on information from the Bank of International Settlements, International Monetary Fund, World Bank, and national governments -- comes amid growing international concern and anger about tax evasion. It is especially poignant as many countries are struggling under harsh austerity programs to reduce their debt burdens.

The issue jumped into the headlines earlier in July when a United States Senate report said that a "pervasively polluted" culture at global bank HSBC -- also named in the study -- helped clients move shadowy funds from the world's most dangerous and secretive corners, including Mexico, Iran, Saudi Arabia and Syria.

The failings and lax controls inside HSBC included an inability to properly monitor $15 billion in bulk cash transactions between mid-2006 and mid-2009, inadequate staffing and high turnover in the bank's compliance units, the Senate report said.

British tax expert John Whiting said he was skeptical that the amount being squirreled away by the very rich was quite large as the study claimed.

?As much as anything -- I have no alternative evidence -- the figures just seem so large,? said Whiting, who is tax policy director at the Chartered Institution of Taxation.

But whatever the exact figures, he said the issues raised in the report are real and deserve to be addressed.

?I?m not denying that this is a problem, it?s just the size of it,? he added. ?What is happening with all this money??

So while experts may disagree on the exact numbers, the study sheds light not only on how the murky world of off-shore tax havens, and the growing disparity between the super-rich and everybody else.

This sort of disparity can create popular resentment and eventually unrest, according to Paul De Grauwe, a prominent economist and professor at the London School of Economics.

?Fairness is essential to provide the glue to any system,? he told NBC News.com.? ?It is important to take out these excesses ? people will always try to evade taxes (but) when this has taken on proportions that we?ve seen today you can get violent reactions.?

In other words, while evasion and other similar schemes have likely been employed since governments first began levying taxes, the practices exposed in Henry?s report are likely to spark popular resentment given the austerity and crisis that many countries around the world are enduring.

?On one hand people are asked to cut their wages and live in poverty because banks have to be saved,? De Grauwe said. ??And these same banks use all sorts of tech to help superrich to evade taxes.??

Scientists have discovered a potential cause of Earth's "icehouse climate" cooling trend of the past 45 million years. It has everything to do with the chemistry of the world's oceans.

"Seawater chemistry is characterized by long phases of stability, which are interrupted by short intervals of rapid change," says geoscientist Ulrich Wortmann of the University of Toronto, lead author of a paper reporting the results and published this week in the journal Science.

"We've established a new framework that helps us better interpret evolutionary trends and climate change over long periods of time. The study focuses on the past 130 million years, but similar interactions have likely occurred through the past 500 million years."

Wortmann and co-author Adina Paytan of the University of California Santa Cruz point to the collision between India and Eurasia approximately 50 million years ago as one example of an interval of rapid change.

This collision enhanced dissolution of the most extensive belt of water-soluble gypsum on Earth, stretching from Oman to Pakistan and well into western India. Remnants of the collision are exposed in the Zagros Mountains in western Iran.

The dissolution or creation of such massive gypsum deposits changes the sulfate content of the ocean, say the scientists, affecting the amount of sulfate aerosols in the atmosphere and thus climate.

"We propose that times of high sulfate concentrations in ocean water correlate with global cooling, just as times of low concentrations correspond with greenhouse [warmer] periods," says Paytan.

"When India and Eurasia collided, it caused dissolution of ancient salt deposits, which resulted in drastic changes in seawater chemistry."

That may have led to the end of the Eocene epoch--the warmest period of the modern-day Cenozoic era--and the transition from a greenhouse to an icehouse climate. "It culminated in the beginning of the rapid expansion of the Antarctic ice sheet," says Paytan.

Canada's Natural Sciences and Engineering Research Council supports Wortmann's research and the U.S. National Science Foundation (NSF) supports Paytan research.

"Abrupt changes in seawater composition are a new twist in our understanding of the links among ocean chemistry, plate tectonics, climate and evolution," says Candace Major, program director in NSF's Division of Ocean Sciences.

To make the discovery, the researchers combined past seawater sulfur composition data collected by Paytan with Wortmann's recent discovery of the strong link between marine sulfate concentrations and carbon and phosphorus cycling.

They found that seawater sulfate reflects huge changes in the accumulation and weathering of gypsum, which is the mineral form of hydrated calcium sulfate.

"While it's been known for a long time that gypsum deposits can be formed and destroyed rapidly, the effect of these processes on seawater chemistry has been overlooked," says Wortmann.

"The idea represents a paradigm shift in our understanding of how ocean chemistry changes over time, and how these changes are linked with climate."

Data used in the research were collected aboard the ocean drillship JOIDES Resolution and through the Integrated Ocean Drilling Program (IODP).

IODP is an international research program dedicated to advancing scientific understanding of the Earth through drilling, coring and monitoring the subseafloor.

The JOIDES Resolution is a scientific research vessel managed by the U.S. Implementing Organization of IODP. Texas A&M University, Lamont-Doherty Earth Observatory of Columbia University and the Consortium for Ocean Leadership comprise the implementing organization.

Two lead agencies support the IODP: the U.S. NSF and Japan's Ministry of Education, Culture, Sports, Science and Technology.
