Iraq bombs, market attacks leave 33 dead
BAGHDAD (AP) ? Market blasts and other bombings across Iraq killed at least 33 people and wounded nearly 100 on Tuesday, spooking an already-rattled public and spurring security officials to clamp down on traffic as Shiite Muslims brace for more tragedy during pilgrimages this week.
The wave of morning bombings struck four Iraqi cities, the worst hit being Diwaniyah, 130 kilometers (80 miles) south of Baghdad, where an explosives-laden vegetable truck detonated in a crowded market, killing 25 people and leaving 40 injured.
Vegetable seller Salah Abbas, 41, described a scene of chaos after the explosion ripped through the crowd.
"There were many charred bodies on the ground," said Abbas, who rushed to help wounded fellow merchants before ambulances arrived. He managed to push one to safety in a cart, but two other colleagues died at the market.
"People screaming and crying ? some were coming in to get their relatives while others were running out. Then rumors spread of more car bombs, and people ran run out of the market in panic," he added.
Tuesday's attacks come as hundreds of thousands of Shiite pilgrims head to the holy city of Karbala this week for religious ceremonies that are expected to peak on Friday. Shiite pilgrimages are a favorite target of Sunni insurgents linked to al-Qaida, and attacks timed to strike during a similar march in Baghdad last month left 100 dead.
Diwaniyah is located about 40 kilometers (25 miles) from Karbala, which also was hit by two bombs in cars parked outside a market in early-morning strikes that killed five people and wounded 30.
Jubair al-Jabouri, chairman of the Qadisiyah provincial council, confirmed the death toll in Diwaniyah, a Shiite city and the provincial capital. He blamed al-Qaida for the attacks.
"Terrorism has no religion," al-Jabouri said. "The terrorists targeted the innocents today in Karbala and Diwaniyah."
No one immediately claimed responsibility for the bombings, which come on the heels of a particularly bloody June when attacks focused almost exclusively on Shiite pilgrims, government officials and security forces. Al-Qaida frequently launches bombings and deadly shootings against these groups.
Last month, no more than three days passed without a major attack, signaling the insurgency's ability to regroup quickly as opposed to earlier patterns where militants took several weeks to coordinate and gather material for an occasional, if spectacular, wave of bombings.
Despite taking extra measures, security forces appear powerless to stop the violence. That has damaged the government's already shaky credibility with the Iraqi people and fanned fears the country may be spiraling out of control without recourse to American troops, the last of which withdrew last December after nearly nine years of war.
Iraqi officials and experts say the Sunni insurgents have been emboldened by a months-long political crisis that has all but paralyzed the government, and now seek to exploit tensions between the country's ethnic and sectarian factions.
Within hours of the two Karbala bombings, authorities banned vehicles from entering the holy city to protect the pilgrims though Friday. Karbala, located 80 kilometers (50 miles) south of Baghdad, is the destination for annual Shiite rituals on the anniversary of the birth of the ninth-century Shiite leader known as the Hidden Imam.
"Al-Qaida groups are trying to stop Shiite people from practicing their rituals of the pilgrimage," said Karbala Gov. Amal-Din al-Hir. "But we are confident that the Shiite pilgrims will be undaunted by these explosions."
Bombs struck two other cities in central Iraq shortly before the Diwaniyah attack.
In the Sunni city of Sunni city of Taji, two bombs killed three people and wounded 15. A policeman was among the dead, said security and health officials who confirmed the casualties. Taji is home to a military base and is 20 kilometers north of Baghdad.
In the capital itself, a roadside bomb exploded next to a police patrol in the Sunni-dominated Ghazaliya neighborhood, injuring three policemen and two civilians, a police officer and a health official said.
Officials in Baghdad and Taji spoke on condition of anonymity as they were not authorized to release the information.

WASHINGTON (AP) ? Mitt Romney is planning a trip to Israel this summer, an aide to the likely GOP nominee said Monday.
Details about exactly when and where Romney will visit were not immediately available, and the aide spoke on the condition of anonymity because the aide was not authorized to speak publicly about the plans. But Romney was expected to meet during the trip with top Israeli leaders including Prime Minister Benjamin Netanyahu.
The summer jaunt will take Romney away from the campaign trail during a key period of his general-election fight against President Barack Obama. But the trip could help Romney shore up support among Jewish voters, evangelicals and foreign policy hawks. It's also an opportunity for Romney, whose credentials in foreign affairs are limited, to bolster his image as a competent leader capable of navigating in one of the thorniest regions of the globe.
Romney, who has vowed that his first trip as president would be to Israel, relentlessly hammered Obama during the GOP presidential primary on his stance on Israel, accusing the incumbent president of throwing the Jewish state "under the bus" for stating that negotiations between Israelis and Palestinians should be based on Israel's 1967 borders.
"I think, by and large, you can just look at the things the president has done and do the opposite," Romney said in June when asked about Israel.
Obama and Democrats have vigorously defended his support for Israel, and the president argued in December he had done more for the critical U.S. ally than any other president. Democrats have summarily dismissed GOP claims that Obama is hemorrhaging support from Jewish voters, who also make up an important part of Obama's donor base.
Obama campaign spokesman BenLaBolt said Romney's upcoming visit would force him to explain what he meant about doing the opposite of Obama.
"Does that mean he would reverse President Obama's policies of sending Israel the largest security assistance packages in history?" said LaBolt. "Does it mean he would let Israel stand alone at the United Nations, or that he would stop funding the Iron Dome system? Does it mean he would abandon the coalition working together to confront Iran's nuclear ambitions?"
Iron Dome is an air-defense system designed by Israel to intercept short-range rockets and mortars frequently lobbed at Israel from the Gaza Strip. The U.S. has provided more than $200 million for the system.
Obama has yet to travel to Israel as president, but did visit in 2008 during his first presidential campaign.
Romney has made the trip on multiple occasions ? most recently in January 2011, when he met with Netanyahu as part of a Mideast swing that also brought him to Afghanistan and Jordan. He also spoke in 2007 at a prominent security conference in the Israeli coastal city of Herzliya.
Romney's relationship with the U.S.-educated Netanyahu dates back decades. Romney and the Israeli leader have a longstanding friendship stemming from their brief overlap in the 1970s at Boston Consulting Group. Both men worked as advisers for the firm early in their careers, before Romney co-founded his own private-equity firm.
Although Netanyahu has carefully avoided taking sides in the U.S. election, he has had a frosty relationship with Obama. Netanyahu has been jokingly referred to in the Israeli media as "the Republican senator from Israel," and is considered to be much closer ideologically to Republicans than Democrats on economic and foreign policy issues.
The New York Times first reported plans of Romney's upcoming visit.

Phelps locks up another 8-race program in London
OMAHA, Neb. (AP) ? Michael Phelps' Olympic program is set. He'll be going for another eight gold medals in London.
And get ready to see a lot of Missy Franklin. She'll be busy, too.
Phelps wrapped up another stellar week at the U.S. trials Sunday night, rallying to win the 100-meter butterfly and secure his spot in five individual races at the Olympics.
Phelps was slow off the blocks and made the turn in sixth place. But he caught Tyler McGill on the return lap and surged to the wall to win 51.14 seconds, well off his world-record pace (49.82) but fastest in the world this year.
McGill hung on for the second Olympic spot in 51.32. Ryan Lochte, swimming an event he normally doesn't in major competitions, just missed adding another race to his already busy program. He was third, 33-hundreths behind McGill.
Phelps, who won an Olympic-record eight golds at the 2008 Beijing Games, is set to swim the same events in London: the 100 and 200 fly, the 200 and 400 individual medley and the 200 freestyle, as well as all three relays.
In an ominous sign for his rivals, Phelps isn't happy with just winning. He's still looking for the perfect race.
"That was a pretty crappy first 50 and a pretty terrible finish," Phelps said. "I should have taken another stroke. It felt OK. It didn't feel great, didn't feel terrible.
"It's done, we're done."
Well, not quite.
The races that really matter are still to come in London.
"It shows that I can do the kind of event program like this at a high level again," Phelps said. "We were struggling over the last couple years at doing one event at this level. (It's good) being able to get a couple under the belt this week and hopefully build off of this. It will be good to get home and start heading toward London."
Phelps legacy is already secure, no matter what he does in London.
Franklin's star is still on the rise.
The high school senior-to-be locked up her fourth individual event with a dominating win in the 200 backstroke with a time of 2:06.12 seconds, fastest in the world this year and nearly 1 1/2 seconds ahead of runner-up Elizabeth Beisel, who secured the second spot in London at 2:07.58.
The 17-year-old Franklin had already earned spots in the 100 and 200 freestyle and 100 back. She's also expected to swim on all three relays.
"I can't believe I have seven events," she said. "It's so overwhelming but so exciting. The whole week went really, really well."
The 200 back is Franklin's best event. She's the defending world champion and heads to London as the overwhelming favorite in that race.
"She's the best in the world for a reason. She can beat all of us pretty handily," Beisel said.
Some teenagers have wilted in the Olympic spotlight.
Beisel expects Franklin to thrive.
"She handles the media so well," the runner-up said. "I can see a lot of pressure on her, but she handles it like she's 25 and she's been doing this for years. Props to her for being so amazing at that."
Lochte, who already has three races against Phelps in London and a fourth individual event in the 200 backstroke, surprised everyone by sticking with the 100 fly at the end of a grueling week.
He nearly pulled it off, too. If not for McGill's blistering start, Lochte probably would have gotten the second spot.
But he never had any intention of swimming the 100 fly at the Olympics because it would have left him with three events in one day.
"I still probably wouldn't have swum it just because I don't want to do that triple again in London," Lochte said. "I have no regrets. This meet was a training meet."
He plans on being even stronger at the games.
"I wanted to go at the end of this meet knowing that there is so much left," Lochte said. "I haven't fully rested yet. Come London, I'll have that full taper and be fully rested and hopefully I'll be a lot faster."
He enjoyed getting another chance to race Phelps, even if he didn't have much chance of beating him.
"It was fun," Lochte said. "It was something I've never done before at a big swim meet. I just went out there and had fun."

Oil prices rise, drop, and rise again. Buckle up, Earth.
Predicting global oil prices is not easy. Prices have more to do with global politics -- and supply and demand -- than with politicians, but voters take out their anger on the leaders they can reach.?

Imagine the challenge of (correctly) predicting the future price of oil and all those wonderful fuel products Americans love to use, in the midst of a crucial election year.
When oil-producing countries like Iran, Iraq, Libya, and Nigeria, become unstable, oil prices can soar. When economies shrink in energy-consuming places like Europe and the United States, oil prices can sink. When both trends happen at the same time, oil market analysts dig into their pockets for a coin to flip.
In February, when oil prices surged over $110 a barrel, some oil analysts were predicting an End Times scenario, where the US economy would go into a fetal position, rocking back and forth and singing Adele songs. Fox News Channel, the drama queen of the global news pageant, was betting that gasoline pump prices were likely to hit $8 a gallon, a factoid that, at least for now, appears to be utterly false.

Early this week, crude oil prices had dropped to $84, driven downward by the lower demand of a contracting global economy. Gasoline prices are dropping with them, down to a national average $3.56. This is significantly higher than the 26 cents it cost to fill your father?s ? or your grandfather?s ? Oldsmobile, but the dollar is worth less today than it was in the 1950s. In inflation-adjusted dollars, we have been paying $10 to $30 a barrel for the past 160 years or so, with just a few major spikes in 1860-1861, 1979-1980 and 2007-2008.
Now the bad news has gotten so bad, it?s good. On Wednesday, oil prices shot up again to $85.56 a barrel, ahead of Federal Reserve chairman Ben Bernanke?s testimony before Congress, as oil market analysts bet that he would urge for some kind of stimulus package.
Aside from gasoline price swings from nearly $4 a gallon to $3.50, the volatility of oil prices has other effects. Higher oil prices, which drive up the cost of production, make factory owners think twice about expanding. High oil prices also encourage consumers to start thinking about conservation, such as turning off lights and buying fuel efficient cars. But high oil prices also make oil exploration in new places more attractive. And as oil companies start finding oil in untapped fields in Kenya, North Dakota, Ghana, Alberta, Israel, and Somalia, that increases the overall supply of oil, which ends up driving prices down again.
A growing global supply of oil might seem to be the solution to America?s economic doldrums, but this solution brings a host of ecological problems, according to Foreign Policy magazine?s Steve Levine.
Already, carbon emissions last year reached levels that are linked by scientists with a 2 degree rise in global temperatures over the past 50 years, according to the International Energy Agency. But if carbon emissions continue to rise ? as they will if more energy is produced, and if energy prices drop enough for people to consume more of it ? the world will ?blow through? emissions targets agreed to in global treaties.
So this provides what may be the most vexing moral dilemma of our times: to grow, or not to grow. That is the question.
One thing you will notice about this process: It has very little to do with politicians. These days, the price of oil is determined more by roughnecks in greasy denims or Wall Street futures traders than by Middle Eastern oil sheikhs or White House economists. But voters, driven by fear or angst, still feel the need to punish the man in charge for their economic suffering. And in an election year ? as former French President Nicolas Sarkozy can attest -- the economy matters above all else.
The roller coaster continues. Buckle up, Mr. Obama.
