Tunisian police kill Islamist militant, arrest five: official

Tunis (Reuters) - Tunisian police shot dead an Islamist militant and arrested five others during a raid on a house in the Kabaria district of the capital Tunis on Sunday, an official told Reuters.

The shooting took place against a backdrop of increased instability and political turmoil in the North African country, where the secular opposition is trying to oust the moderate Islamist-led government.

"The police killed a terrorist and arrested five others in a house in Kabaria where they were hiding weapons," said Lotfi Hidouri, an interior ministry official.

Tunisian forces launched air and artillery strikes on Friday in Mount Chaambi, near the Algerian border, against Islamist militants who had killed eight soldiers days before in one of the deadliest attacks on security forces in decades.

Over the past week, a roadside explosive device and a car bomb have targeted security forces in Tunis, the first such attacks to hit the capital. No one was hurt.

The interior ministry said on Saturday that security forces had foiled a plot a day earlier to assassinate a prominent politician in the coastal town of Sousse, a week after attackers killed leftist politician Mohamed Brahmi in Tunis.

Obamacare = 198% Increase in Georgia Health Insurance Rates

A recent trend in the naming of legislation is to include the purported benefits in the title, hence, the ?Patient Protection and Affordable Care Act??aka Obamacare. Unfortunately, experience has shown that many legislation titles tend to be diametrically opposed to reality, as in the ?paperwork reduction act.?

Consequently, it came as no surprise that Ralph Hudgens, Georgia?s Insurance Commissioner, has asked for a 30-day delay in approving plans submitted by seven insurance companies. In his request to Kathleen Sebelius, Secretary of the US Department of Health and Human Services, Hudgens stated, ?In complete contradiction to every promise made by the President with regard to the Patient Protection and Affordable Care Act (?PPACA?), insurance companies in Georgia have filed rate plans increasing health insurance rates up to 198 percent for some individuals.

Georgia consumers cannot afford these massive rate increases. For their protection, I am requesting that you grant an emergency 30 day delay of the July 30, 2013 deadline for our department to approve these increases. In addition, I am requesting that your Department show cause why these massive requested rate increases ate not justified under PPACA. I am asking that you answer this emergency request by close of business, July 30, 2013.?

Georgia Senate President Pro Tem David Shafer also voiced concerns about the Obamacare-instigated rate increases. ?Notwithstanding the President?s many assurances to the contrary, I have always suspected that Obamacare would lead to higher health insurance rates,? Shafer said. ?But the rate increases pending before the Georgia Insurance Department are absolutely staggering in magnitude.?

Shafer isn?t a Johnny-come-lately to health insurance issues. Previously, he served as Deputy State Insurance Commissioner and Vice Chair of the Senate Insurance and Labor Committee.

According to ACA proponents (mostly Democrats), Hudgens and Shafer are wrong about the legislation creating massive increases in premium costs. As proof, they cite a Washington Post headline: ?Maryland issues insurance rates that are among the lowest in the U.S.? What the headline fails to address is the fact that in spite of the comparatively lower rates (compared to other states) health insurance premiums in Maryland would increase up to 25%, compared to 2013 rates.

That increase was noted in a Baltimore Sun article, which stated: ?Marylanders who buy health insurance on a state exchange under health reform could see their premiums jump as much as 25 percent under rates approved by state regulators, but those increases are less than insurers sought.

Maryland Insurance Commissioner Therese M. Goldsmith approved premium increases Friday for nine insurance companies who applied to sell plans to individuals through a state exchange, called Maryland Health Connection, established under health reform.

The rates were significantly lower than what insurance companies had requested, but still higher than the 6 percent to 7 percent annual premium increase that is typical across the country. Insurers said they were seeking the increases to cover the uncertainty of new costs associated with health care reform.?

When you cut to the chase, you find that claimed health insurance premium rates aren?t necessarily what individuals will pay. Federal tax subsidies will help offset costs for some individuals. Maryland officials estimate that approximately 75% of the people buying health insurance through the state exchange will receive ?federal assistance? in one form or another. If you?re confused as to the source of the dollars used for ?federal assistance?, consult your income tax return, or (if your stomach is naturally strong) the current national debt.

In a number of states, insurance premiums are claimed to be significantly lower than predicted by the Congressional Budget Office, which raises questions regarding the massive increases noted by Georgia?s Insurance Commissioner. Without question, actuarial assessments, state regulations, and enrollment levels vary from state to state and influence ultimate rates. That influence has obviously not been beneficial to residents of Georgia.

Official Android 4.2.2 ROM for the Galaxy S2 Plus now available

A new leak has revealed the Android 4.2.2 ROM for the Samsung Galaxy S2 Plus confirming that an update is on the horizon. It was reported yesterday that the Galaxy S2 won?t be receiving the update to 4.2.2 citing performance issues. However, the Galaxy S2 Plus packs a slightly changed hardware, which rules out any performance related issues with TouchWiz or Android 4.2.2.

The best part however is that the Android 4.2.2 ROM is now available for download over at the XDA Forums. The official update will reportedly begin rolling out in the coming days with Germany being the first to get it.

Considering that an update is on the horizon, it makes sense to wait rather than flashing the new ROM, as it can usually be a risky process. However, if you?re impatient enough to get your hands on Android 4.2.2, you can head over to the source link below and flash the ROM at your own risk.

New program available for Twin Bridges students | The Madisonian

Twin Bridges Schools? officials and staff wasted no time in initiating their 21st Century Community Learning Center program after being notified of receiving the grant award in mid-June.

?We had basically a month to get most of the pieces in place,? Superintendent Chad Johnson said. ?These two weeks of the summer program are really about getting our feet wet as we prepare for after-school and a full summer program next year.?

The Twin Bridges CCLC aims to incorporate the family and the community into the educational process of the students, with focus on bridging such relationships while incorporating the Montana Common Core and STEM principals in a hands-on, life-experience, fun and educational manner.

Projects for CCLCs range from character education, drug and violence prevention, expanded library hours, recreational activities, tutoring services, arts and music education, and more. Lunch is provided during the summer and snacks during the after-school program the rest of the year.

About two-dozen children gathered in the home-ec room last Wednesday, the third day of the program in Twin Bridges. The four groups ? incoming kindergarteners, grades 2-3, first graders, and grades 4-6 ? sat patiently while program director Michelle Head and para-educator Shelley Tilstra passed out materials for that morning?s activities. The youngest group practiced writing the alphabet while the others worked on fractions, poems and independent reading.

?It?s project based,? Head said. Students were polled the day before on their favorite flavor of ice cream. The poll results were used to create a graph. Ice cream poems and crafts were also created.

Once the kids caught up on their projects and assignments from earlier in the week, the day was geared toward bike safety, which was evident from the chatter about Barbie bikes, protective pads and popped tires.

More than 16,000 students were served by the state?s 79 CCLCs last year, according to Office of Public Instruction?s Educational Program Representative, Mary Ellen Earnhardt.

?Research shows that kids who do not have these opportunities decline in academic growth,? Earnhardt said. ?It?s a good thing and helps communities. It?s made such an impact on kids.?

Head said she has a lot to learn about the program but is hopeful about its future. She was ready to start right away this summer because the children needed it. Johnson agrees that there is a fairly steep learning curve. He believes Head was the right choice to guide the new program. Head served as one of the grant writers and her knowledge of the program, the application process and the ultimate vision of where it may go were evident from the beginning, according to Johnson. Also involved in the grant writing process were Aaron Griffin, Jamie Reynolds and Mary Beth Walsh.

Johnson said the application process took about 100 hours and included much of the preparation for the program. He had previous knowledge of the grant from his work in a different school district.

?It has always been on our radar, but this was the first year Twin Bridges Schools actually met the qualification standards,? Johnson said. ?Recently, we have been struggling with developing an after-school program that continues to put the focus on academics, community and family. This is just the opportunity.?

State education officials apply for the federal grant and then schools apply for sub-grants from the state. Other local organizations are also able to apply for sub-grants. To be eligible, schools have to have a 40-percent free and reduced lunch rate. Sheridan Elementary and Ennis K-12 were grantees in 2010.

Former Ind. education chief resigns Florida job after accusations

Florida's education commissioner resigned Thursday amid allegations that he changed the grade of a charter school run by a major Republican donor during his previous job as Indiana's school chief.

Tony Bennett announced his immediate resignation at a news conference, saying that he while he did nothing wrong he didn't want to be a distraction to Gov. Rick Scott's efforts to overhaul Florida's education system. Emails published by The Associated Press this week show that Bennett and his Indiana staff scrambled last fall to ensure Christel DeHaan's school received an A, despite poor 10th-grade algebra scores that initially earned it a C.

Bennett called that interpretation "malicious and unfounded" and said he would call for Indiana's inspector general to look into the allegations because he is certain he will be cleared of wrongdoing.

Bennett lost his re-election bid last November in Indiana. He was hired by Florida as its education commissioner, a nonelected post, in December.

Indiana uses the A-F grades to determine which schools get taken over by the state and whether students seeking state-funded vouchers to attend private school need to first spend a year in public school. They also help determine how much state funding schools receive. A low grade also can detract from a neighborhood and drive homebuyers elsewhere.

After Bennett learned about a likely low grade for Christel House, he fired off a Sept. 12 email to his chief of staff.

"This will be a HUGE problem for us," Bennett wrote. "They need to understand that anything less than an A for Christel House compromises all of our accountability work."

Bennett, who now is reworking Florida's grading system as the state's education commissioner, denied that DeHaan's Christel House Academy school received special treatment. He said discovering that the charter would receive a low grade raised broader concerns with grades for other "combined" schools - those that included multiple grade levels - across the state.

Bennett downplayed the emails on Tuesday, repeating his assertion that he took action because he was concerned there was a flaw in the formula.

"It is absurd that anyone would believe that I would change the grade of a school based on a political donor or trying to hide schools from accountability," Bennett said. "That's fictitious at best, and it's totally unfounded."

He acknowledged that the problem was identified and fixed prior to the release of school grades but maintained the change affected as many as 13 schools.

"We did nothing wrong. We did nothing covert. We did nothing secretive," Bennett said.

The revelations that Bennett and Indiana officials scrambled to change the grade of one school come amid a strong debate over Florida's grading system.

Bennett earlier this month pushed the Florida board that oversees education policy to adopt a "safety net" provision that prevented the grades of more than 500 schools from dropping more than one grade this year.

That provision was adopted by a 4-3 vote amid much debate and criticism that the move would "mask" the true performance of schools. Bennett's plan was even opposed by the education foundation set up by Bush. The grades released last week still showed a sharp drop in the number of A-rated schools and a jump in the number of F-rated ones.
