Spain to overhaul rescued banks as condition of aid

BRUSSELS/MADRID (Reuters) - Spain's four nationalized banks will more than halve their balance sheets in five years, cut jobs and impose losses on bondholders in order to receive a euro zone rescue package.

The measures are a condition of 40 billion euros ($52 billion) in aid that offers hope for an end to a banking crisis which has pushed Spain to the brink of a sovereign bailout to keep the government afloat.

The European Commission approved the plans on Wednesday, setting in motion one of the most far-reaching overhauls of any European banking system since the start of a banking crisis in mid-2007 with the near collapse of German lender IKB.

"Our objective is to restore the viability of banks receiving aid so that they are able to function without public support in the future," said European Union Competition Commissioner Joaquin Almunia said.

Bankia, NovaGalicia Banco, also known as NCG Banco, Catalunya Banc, and Banco de Valencia were taken over by the state after unsustainable lending during a decade-long property boom left them dangerously short of capital.

The four banks account for just under a fifth of Spain's banking system. They must transfer 45 billion euros of soured property assets to a so-called 'bad bank' as another condition of receiving aid.

The smallest of the four banks, Banco de Valencia, will be sold to one of Spain's healthiest lenders Caixabank, while the other three banks must cut their balance sheets by more than 60 percent over the next five years.

JOB LOSSES

It was cheaper to sell Banco de Valencia under a loss protection scheme than to wind it down, the Commission said. Spain has agreed to sell Novagalicia Banco and Catalunya Banc within 5 years or liquidate them, Almunia said.

The nationalized banks will have to close up to half their branches during the five-year overhaul process, resulting in thousands more job losses in a brutal recession which has pushed Spain's unemployment up to 25 percent.

The biggest of the banks, Bankia, said it would lay off over a quarter of its workforce amounting to over 6,000 staff, and reduce its branch network by around 39 percent as part of plans to return to profitability by 2013.

"Our clients can be totally reassured because we have a viable and solid business in which they can be absolutely sure of their savings," said Chairman Jose Ignacio Goirigolzarri.

Bankia, formed from the merger of seven savings banks in 2010 and taken over by the state in May in Spain's biggest-ever bank rescue, said it would shed 50 billion euros of assets including stakes in insurer Mapfre and airline International Airlines Group and its business in Miami in the United States.

Public debt holdings would fall to 30 billion euros from 40 billion euros currently, Bankia said, while shareholders will contribute 10.7 billion euros to the clean-up. Bankia shares fell 4 percent.

Holders of Bankia's hybrid debt would contribute up to 4.8 billion euros to the recapitalization, through losses incurred by swapping their holdings for shares, the bank said.

The European Commission said the cost to hybrid and subordinated bondholders in the restructuring of all four of the nationalized banks will come to about 10 billion euros.

Many hybrid debt holders at the nationalized banks are retail customers who say they were conned into buying complex financial instruments that buoyed banks' capital levels instead of fixed-term savings accounts.

The Spanish government, fearful of a political backlash, fought for these losses to be minimized, but Brussels insisted the subordinated bondholders share the pain in order to keep the use of taxpayers' funds to a minimum.

The commissioner said he would decide on other Spanish banks with capital shortfalls on December 20. Banco Popular has carried out a 2.5 billion euro share and rights issue to avoid the need to seek state aid.

Constitutional Places: Federal Hall in NYC, the Demolished Site of Washington?s Inauguration and the First Congress


Federal Hall in New York City served as the home of President Washington?s first?inauguration, the first Congress, the enactment of the Judiciary Act of 1789, the adoption of the Bill of Rights, and so many other amazing firsts for our Republic. Too bad it was demolished in 1812. Seriously. The capital of the United States moved from Federal Hall in New York to Independence Hall in Philadelphia in 1790. For some time, Federal Hall was used for local government offices, but eventually the building was razed in 1812. Unbelievable. In Manhattan, the air rights above Grand Central Station were protected for historical value, but not the home of our first government.

In any event, in 1842 the United States reacquired the land and built a Customs House. It later served as a United States Sub-Treasury. In case you ever read The Slaughter-House Case (which identified access to sub-treasuries as the among the most fundamental privileges or immunities of citizenship), one could trade in greenbacks at the Sub-Treasury for gold there. In 1955, the new building was designated as a national memorial.

Anyway, here are some cool pictures of this pseudo-landmark.

There is a huge statue of General Washington in front of the redesigned Federal Hall.

And I really like it from this angle?the General is staring down the New York Stock Exchange.

This relief was also very well executed.

?Keeping with the trend of not having actually authentic stuff, the museum had a replica of George Washington?s desk.

One of the only remaining remnants of the original edifice is this stone plaque. The park ranger told me that someone purchased it at auction for roughly $400.?The inscription reads:

Standing on this stone in the balcony of federal hall, pril 30 1789, George Washington took the oath as the first President of the United States of America.

What?s also fascinating is how obscure the National Park Service makes the fact that the current building was not the site of Washington?s innaguration. I seemed to recall from some previous research that the original Federal Hall was no longer in existence but after spending 25 minutes at the Hall I thought maybe I was mistaken. Nope. This tidbit was buried in a small sign in the exhibit. The last sentence reads:

This great landmark was demolished in 1812.

Interestingly, Ohio dedicated a plaque commemorating the Northwest Ordinance, which was enacted under the Articles of Confederation in Federal Hall.

Another neat artifact was a document from the First Congress listing the salaries of officers of the United States?the total amount was roughly $25,000.?

Note: Judges in the Northwest Territories earned $800 per year. Alexander Hamilton was raking it in with $2,000 a year.

One note: the first actual meeting of the United States Supreme Court took place in Philadelphia in 1791, as SCOTUS did not have any business to transact 1789 and 1790.

Spaceplane engine passes key test

The UK company developing an engine for a new type of spaceplane says it has successfully demonstrated the power unit's enabling technology.

Reaction Engines Ltd (REL) of Culham, Oxfordshire, ran a series of tests on key elements of its Sabre propulsion system under the independent eye of the European Space Agency (Esa).

Esa's experts have confirmed that all the demonstration objectives were met.

REL claims the major technical obstacle to its ideas has now been removed.

"This is a big moment; it really is quite a big step forward in propulsion," said Alan Bond, the driving force behind the Sabre engine concept.

The company must now raise the ?250m needed to complete the next phase of development.

This would essentially take the project to the final designs that could be handed to a manufacturer.

Although the British government has put significant sums into REL's technology in the past, the company's preference is to pursue city finance.

"The project to date has been more than 90% privately funded, and we intend to continue with that type of structure," explained Tim Hayter, the CEO of Reaction Engines Ltd.

"Yes, we would encourage government money but we're not reliant on it and we're certainly not depending on it.

"What is more important to us is government endorsement. That gives everyone the confidence that the UK is behind this project."

REL's idea is for an 84m-long vehicle called Skylon that would do the job of a big rocket but operate like an airliner, taking off and landing at a conventional runway.

The vehicle would burn a mixture of hydrogen and oxygen but in the low atmosphere the oxygen would be taken from the air, in the same way that a jet engine breathes air.

Only once it had achieved very high speeds would Skylon switch to full rocket mode, burning onboard fuel supplies.

Taking its oxygen from the air in the initial flight phase would mean Skylon could fly lighter from the outset with a higher thrust-to-weight ratio, enabling it to make a single leap to orbit, rather than using and dumping propellant stages on the ascent - as is the case with current expendable rockets.

If such a vehicle could be made to work, its reusability should transform the costs of accessing space.

But its success depends on the Sabre engine's ability to manage the very hot air entering its intakes at high speed.

These gases have to be cooled prior to being compressed and burnt with the onboard hydrogen.

REL's solution is a module containing arrays of extremely fine piping that can extract the heat and plunge the inrushing air to minus 140C in just 1/100th of a second.

Ordinarily, the moisture in the air would be expected to freeze out rapidly, covering the piping in a blanket of frost and dislocating their operation.

But the company's engineers have also devised a means to control the frosting, permitting the Sabre engine to run in jet mode for as long as is needed before making the transition to full rocket mode to take the Skylon spaceplane into orbit.

It is the innovative helium cooling loop with its pre-cooler heat-exchanger that REL has been validating on an experimental rig.

"We completed the programme by getting down to -150C, running for 10 minutes," said Mr Bond. "We've demonstrated that the pre-cooler is behaving absolutely as predicted."

The UK Space Agency asked Esa's propulsion division to audit the tests, and the Paris-based organisation has declared its satisfaction with the outcome of the experimental programme.

"One of the major obstacles to developing air-breathing engines for launch vehicles is the development of the lightweight high-performance heat exchangers," it said in a statement.

"With this now successfully demonstrated by REL, there are currently no technical reasons why the Sabre engine programme cannot move forward into the next stage of development."

Dr Mark Ford, who heads the propulsion engineering group at the agency, added: "The gateway is now open to move beyond the jet age."

The next phase is a three-and-a-half-year project. It would see a smaller version of Sabre being built on a test rig. The demonstrator would not have the exact same configuration as the eventual engine but it would allow REL to prove Sabre's performance across its air-breathing and rocket modes.

"Its parts will be spread out slightly; there's no need for us to package it as we would a real engine," said Mr Bond.

"Also, we will want the ease of access to exchange parts, so it will look a little bit like an anatomy exhibition."

The UK government is currently assessing what shape any involvement it should have in the next phase of Skylon/Sabre.

In addition, Esa is keen to do some study work with REL. Although it is currently working on new versions of its Ariane rocket - a classic expendable vehicle - the agency also wants keep an eye on future launcher technologies.

REL itself is considering other applications for its technology. These could include incorporating Sabre-like heat-exchangers into existing gas turbine jet engines to improve their fuel-burn efficiency; and also into desalination plants.

Egypt's Mursi to meet judges over power grab

CAIRO (Reuters) - Egyptian President Mohamed Mursi meets senior judges on Monday to try to defuse a crisis over his seizure of new powers which has set off violent protests reminiscent of the revolution last year that led to the rise of his Islamist movement.

The justice minister said he believed Mursi would agree with the country's highest judicial authority on its proposal to limit the scope of the new powers.

But the protesters, some camped in Cairo's Tahrir Square, have said only retracting the decree will satisfy them, a sign of the deep rift between Islamists and their opponents that is destabilizing Egypt two years after Hosni Mubarak was ousted.

"There is no use amending the decree," said Tarek Ahmed, 26, a protester who stayed the night in Tahrir, where tents covered the central traffic circle. "It must be scrapped."

One person has been killed and about 370 injured in clashes between police and protesters since Mursi issued the decree on Thursday shielding his decisions from judicial review, emboldened by international plaudits for brokering an end to eight days of violence between Israel and Hamas.

The stock market is down more than 7 percent.

Mursi's political opponents have accused him of behaving like a dictator and the West has voiced its concern, worried by more turbulence in a country that has a peace treaty with Israel and lies at the heart of the Arab Spring.

Mursi's administration has defended his decree as an effort to speed up reforms and complete a democratic transformation. Leftists, liberals, socialists and others say it has exposed the autocratic impulses of a man once jailed by Mubarak.

Mursi's office said he would meet Egypt's highest judicial authority, the Supreme Judicial Council, on Monday, and the council hinted at compromise.

Mursi's decree should apply only to "sovereign matters", it said, suggesting it did not reject the declaration outright, and called on judges and prosecutors, some of whom began a strike on Sunday, to return to work.

Justice Minister Ahmed Mekky, speaking about the council statement, said: "I believe President Mohamed Mursi wants that."

LIBERALS ANGRY

The protesters are worried that Mursi's Muslim Brotherhood aims to dominate the post-Mubarak era after winning the first democratic parliamentary and presidential elections this year.

A deal with a judiciary dominated by Mubarak-era judges, which Mursi has pledged to reform, may not placate them.

A group of lawyers and activists have also challenged Mursi's decree in an administrative court, which said it would hold its first hearing on December 4. Other decisions by Mursi have faced similar legal challenges brought to court by opponents.

Banners in Tahrir called for dissolving the assembly drawing up a constitution, an Islamist-dominated body Mursi made immune from legal challenge. Many liberals and others have walked out of the assembly saying their voices were not being heard.

Only once a constitution is written can a new parliamentary election be held. Until then, legislative and executive power remains in Mursi's hands, and Thursday's decree puts his decisions above judicial oversight.

One Muslim Brotherhood member was killed and 60 people were hurt on Sunday in an attack on the main office of the Brotherhood in the Egyptian Nile Delta town of Damanhour, the website of the Brotherhood's Freedom and Justice Party said.

The party's offices have also been attacked in other cities.

One politician said the scale of the crisis could push opponents towards a deal to avoid a further escalation. Mursi's opponents have called for a big demonstration on Tuesday.

"I am very cautiously optimistic because the consequences are quite, quite serious, the most serious they have been since the revolution," said Mona Makram Ebeid, former member of parliament and prominent figure in Egyptian politics.

Mursi's office repeated assurances that the steps would be temporary, and said he wanted dialogue with political groups to find "common ground" over what should go into the constitution.

Talks with Mursi have been rejected by members of a National Salvation Front, a new opposition coalition that brings together liberal, leftist and other politicians and parties, who until Mursi's decree had been a fractious bunch struggling to unite.

MILITARY STAYING OUT

"There is no room for dialogue when a dictator imposes the most oppressive, abhorrent measures and then says 'let us split the difference'," prominent opposition leader and Mohamed ElBaradei said on Saturday. He has said he expected to act as the Front's coordinator.

The military has stayed out of the crisis after leading Egypt through a messy 16-month transition to a presidential election in June. Analysts say Mursi neutralized the army when he sacked top generals in August, appointing a new generation who now owe their advancement to the Islamist president.

Though the military still wields influence through business interests and a security role, it is out of frontline politics.

Egypt had hoped to stop the economic rot by signing an initial deal last week for a $4.8 billion loan from the International Monetary Fund. As well as tumbling share prices, yields at a Sunday treasury bill auction rose, putting even more pressure on the government that faces a crushing budget deficit.

"We are back to square one, politically, socially," said Mohamed Radwan of Pharos Securities, an Egyptian brokerage firm.

Nintendo reportedly launching Mini Wii on December 7 - Video - Digit

It would seem that Nintendo is planning on launching a smaller version of its Wii U console system, the Mini Wii, sometime around December 7 of this year. If the rumour is true, then the official announcement should be coming up soon, but we?re not holding our breath.

The unfortunate thing about rumours is that they either come with so much juicy information and detail that we can?t wait for the product, or they come with absolutely no threads to tug on. Sadly, the latter would be the case for the Nintendo Mini Wii. All we know is that it will come bundled with a sensor bar, nunchuks and a Wii Remote Plus which is standard package for the Wii. What we don?t know is just how ?Mini? it would be, seeing as how the current Wii already has a much smaller footprint when compared to the Xbox 360 and PS3.

If and when the Nintendo Mini Wii hits the store shelves, speculations are that it would be priced at around $130, which is what new Wii?s are generally priced around. However, we can?t say for sure that Nintendo won?t be breaking that tradition.

A newer console would make sense for Nintendo as it would help them rake in some of that holiday money, however, we can only hope that the console would bring something new to the table than just a smaller size. Regardless, it?s all speculation till December 7 (or an announcement date) comes around. Till then, we?re going to hold onto our pinch of salt.

SAN FRANCISCO (AP) ? Like a lot of newlyweds, Karen Golinski was eager to enjoy the financial fruits of marriage. Within weeks of her wedding, she applied to add her spouse to her employer-sponsored health care plan, a move that would save the couple thousands of dollars a year.

Her ordinarily routine request still is being debated more than four years later, and by the likes of former attorneys general, a slew of senators, the Obama administration and possibly this week, the U.S. Supreme Court.

Because Golinski is married to another woman and works for the U.S. government, her claim for benefits has morphed into a multi-layered legal challenge to a 1996 law that prohibits the federal government from recognizing unions like hers.

The high court has scheduled a closed-door conference for Friday to review Golinski's case and four others that also seek to overturn the Defense of Marriage Act overwhelmingly approved by Congress and signed by President Bill Clinton.

The purpose of the meeting is to decide which, if any, to put on the court's schedule for arguments next year.

The outcome carries economic and social consequences for gay, lesbian and bisexual couples, who now are unable to access Social Security survivor benefits, file joint income taxes, inherit a deceased spouse's pension or obtain family health insurance.

The other plaintiffs in the cases pending before the court include the state of Massachusetts, 13 couples and five widows and widowers.

"It's pretty monumental and it's an honor," said Golinski, a staff lawyer for the federal appeals court based in San Francisco who married her partner of 23 years, Amy Cunninghis, during the brief 2008 window when same-sex marriages were legal in California.

The federal trial courts that heard the cases all ruled the act violates the civil rights of legally married gays and lesbians. Two appellate courts agreed, making it highly likely the high court will agree to hear at least one of the appeals, Lambda Legal Executive Director Jon Davidson said.

"I don't think we've ever had an occasion where the Supreme Court has had so many gay rights cases knocking at its door," said Davidson, whose gay legal advocacy group represents Golinski. "That in and of itself shows how far we've come."

The Supreme Court also is scheduled to discuss Friday whether it should take two more long-simmering cases dealing with relationship recognition for same-sex couples.

One is an appeal of two lower court rulings that struck down California's voter-approved ban on same-sex marriage. The other is a challenge to an Arizona law that made state employees in same-sex relationships ineligible for domestic partner benefits.

The last time the court confronted a gay rights case was in 2010, when the justices voted 5-4 to let stand lower court rulings holding that a California law school could deny recognition to a Christian student group that does not allow gay members.

The time before that was the court's landmark 2003 ruling in Lawrence v. Texas, which declared state anti-sodomy laws to be an unconstitutional violation of personal privacy.

Brigham Young University law professor Lynn Wardle, who testified before Congress when lawmakers were considering the Defense of Marriage Act 16 years ago, said he still thinks the law passes constitutional muster.

"Congress has the power to define for itself domestic relationships, including defining relationships for purposes of federal programs," Wardle said.

At the same time, he said, the gay rights landscape has shifted radically since 1996, citing this month's election of the first sitting president to declare support for same-sex marriage and four state ballot measures being decided in favor of gay rights activists.

"This is the gay moment, momentum is building," Wardle said. "The politics are profound, and politics influence what the court does."

For Golinski and Cunninghis, getting this far has been a long, sometimes frustrating and sometimes heartening journey.

Citing the act, known as DOMA, the Office of Personnel Management, the federal government's human relations arm, initially denied Golinski's attempt to enroll Cunninghis in the medical coverage she had selected for herself and the couple's son, now 10.

"I got a phone call from OPM in Washington, D.C., asking me to confirm that Amy Cunninghis was female, and I said, 'Yes, she is,' and they said, 'We won't be able to add her to your health plan," Golinski recalled.

Golinski knew that her employer, the 9th U.S. Circuit Court of Appeals, had a policy prohibiting discrimination against gay workers, so she filed an employee grievance and won a hearing before the court's dispute resolution officer, Chief Judge Alex Kozinski.

As a lawyer for the court, she felt awkward about pursuing the issue, but she was also angry. Lambda Legal and a San Francisco law firm offered to represent her.

"I had been working for the courts since 1990, and I feel, like everybody, I work hard and I'm a valuable employee, and I'm not getting paid the same amount if I have to pay for a whole separate plan for Amy," she said. "It was really hurting our family."

Kozinski ruled that Golinski was entitled to full spousal benefits, but federal officials ordered Golinski's insurer not to process her application, prompting the chief judge to issue a scathing opinion on her behalf.

After the government refused to budge, Golinski sued in January 2010.

The couple had joked about whether they "would make a federal case" out of their situation. Cunninghis noted that their genders would not have been an issue had Golinski worked in the private sector or in state or local government where domestic partnerships are offered.

Because of DOMA, she said, "we don't get access to a whole slew of benefits."

The Department of Justice originally opposed Golinski in court but changed course last year after President Barack Obama and Attorney General Eric Holder said they would no longer defend the law.

Republican members of the Bipartisan Legal Advisory Group, which oversees legal activities of the House of Representatives, voted to hire an outside lawyer first to back the act in Golinski's case and the four others, and to then appeal the rulings on its unconstitutionality.

U.S. District Judge Jeffrey White handed Cunninghis and Golinski an unequivocal victory in February, finding that anti-gay sentiment motivated Congress to pass DOMA.

In ordering the government to allow Golinski to enroll her wife in a family health plan, White rejected all of the House group's arguments, including that the law was necessary to foster stable unions among men and women.

A group of 10 U.S. senators who voted for DOMA in 1996 have filed a brief with the Supreme Court angrily denouncing the judge's opinion and urging the high court to overturn it.

"It is one thing for the District Court to conclude that traditional moral views, standing alone, do not justify the enactment of DOMA; it is quite another to find that legislators who hold or express such moral views somehow taint the constitutionality of the statute," they said.

Former U.S. Attorneys General John Ashcroft and Edwin Meese also weighed in, telling the court that Obama had failed in his duty and set a dangerous precedent by declining to defend DOMA.

As a result of White's ruling, Cunninghis was allowed in March to be added to Golinski's health plan.

Golinski so far is the only gay American who has been allowed to begin receiving federal benefits while DOMA remains in effect, a development that could be reversed if the Supreme Court upholds DOMA.

Until then, the couple said they are going to trust that the tide of history is moving toward gay rights.

"It seems so simple to us: just put me on the family health plan," Cunninghis said. "It's much bigger than that obviously, yet it isn't."

There are several exotic snake species that have become a problem in the Everglades. But for wildlife managers, the biggest headache is the Burmese python.

Earlier this year, researchers with the U.S. Geological Survey captured the largest Burmese python yet in Everglades National Park. Three USGS staffers had to wrestle the snake out of a plastic crate to measure it. The snake was a 17-foot-7-inch female carrying 87 eggs.

Wildlife managers are working to get a handle on the problem of exotic snakes in South Florida; but the snakes have already made a big impact.

One study suggests that in Everglades National Park, pythons have reduced the population of raccoons, opossums, deer and other mammal species by 90 percent.

To help combat the problem, the federal government earlier this year banned the importation and sale of Burmese pythons and three other exotic snake species.

One reason was fears that pythons might spread to other states. A study several years ago by the USGS found pythons could potentially spread up the East Coast and west to California.

But Elliott Jacobson, a professor emeritus of zoological medicine at the University of Florida, says a new study questions how far beyond South Florida pythons could spread.

"These maps give a very false sense of distribution," Jacobson says.

In a study published in the journal Integrative Zoology, Jacobson and other researchers looked closely at the low and high temperatures found along the East Coast in the python's projected habitat range. Freezing temperatures are deadly for pythons. And Jacobson says pythons have trouble eating and digesting food at temperatures below 60 degrees.

"The bottom-line conclusion was the number of freezing days in the winter is going to limit the ability of this animal to spread beyond extreme South Florida," he says.

Jacobson says this new information shows the federal government overreacted when it imposed a national ban on a species that's a problem just in Florida.

And some other well-known scientists are also speaking out against the python ban.

"The press has made this a big deal. The sky is falling ? I call it the Chicken Little syndrome ? when indeed it isn't," says Brady Barr, the resident herpetologist with the National Geographic Society.

Barr says the new study shows something he and other researchers have maintained for some time ? that Burmese pythons can't spread far beyond Florida's three southern-most counties. Barr says that's because, unlike native snakes, pythons can't tolerate cold, and they lack the instinct to hibernate.

"They don't have the innate ability to find hibernacula, to find places to hide or to be warm. They don't know how to do that," Barr says.

That question ? whether snakes from tropical climes, like pythons, may take measures to adapt to the cold ? is one that divides herpetologists. Gordon Rodda, now retired from the USGS, helped write the report showing that pythons could potentially spread throughout the Southeast U.S. He says there's nothing in this new report to change his thinking, including its doubts about whether pythons may learn to adapt to cold.

"We know that Burmese pythons in the more high altitude portions of their range do in fact hibernate. The question then is: How do they acquire that behavior to do so?" Rodda says.

This is a question that may come up in Congress later this week. A House subcommittee is holding a hearing on whether to extend the ban on Burmese pythons to other exotic snake species.

Onex to buy insurance brokerage from Goldman fund for $2.3 billion

(Reuters) - Canadian private equity firm Onex Corp will buy USI, one of the largest providers of insurance brokerage services in the United States, from Goldman Sachs Group Inc's GS Capital Partners private equity fund for $2.3 billion.

USI, founded in 1994 and taken private in 2007, says it is the ninth largest insurance broker in the United States. It offers property, casualty, employee benefit and retirement consulting services.

Onex Partners III, Onex's $4.7 billion private equity fund, will make an equity investment of about $700 million. Onex is a 25 percent limited partner in Onex Partners III.

Onex, with about $14 billion of assets under management, is a co-investor in the transaction.

USI said its employees, who invested alongside GS Capital Partners to take it private, will remain investors in the company.

The deal is expected to close by the end of the year.

Onex was advised by Morgan Stanley, while GS Capital Partners was advised by Goldman, Sachs & Co and RBC Capital Markets LLC.

Budget-Friendly Training Tips for Small Businesses | Training tampa ...

Well-trained employees are critical to small business success, but how do you get there? Read on for some simple and inexpensive options you may not have thought of here.

Well-trained employees can contribute immeasurably to the success of your small business, but bringing them up to speed may not be an area where you feel you can afford to spend a lot of money. Never fear, because the U.S. Small Business Administration (SBA) has some suggestions for employee training on a budget.

First, check out industry associations or trade groups that you belong to or can join to see if they offer training programs for members. This service is sometimes included in your membership fees; information should be available on the group?s website or in its newsletter.

Consider someone who?s already part of your organization. You?re looking for a person with strong communication skills who can interact well with others and has the patience to help them learn. If necessary, send them to classes and then have them share what they?ve learned with the rest of your staff. Alternatively, buy training materials and have your trainer use them to create your own training program.

Host regular brown-bag lunches where the goal is for all your employees to get educated and share their insights in an informal setting. Set a topic for each session and ask your staff to come prepared to discuss it. ?A sales rep might present an overview of the sales process, and how important each business function and individual is to ensuring a happy customer,? notes the SBA. ?An employee who is exploring a new way of doing business can also share it over lunch.?

Online training courses are an option that offers a wide variety of courses at low-to-little cost and enable employees to learn at a time and pace that?s convenient for them. A few organizations that offer a large selection of online classes and are on SBA?s?suggested list are Learning Tree, Dale Carnegie, BizLibrary and the Business Training Institute.

Cross-training employees within your organization is another option that can help create an agile workforce that can keep up as your requirements change. By looking at the various jobs in your company as training opportunities for others, you provide your employees with the opportunity to take on new roles and responsibilities that can help them move up the employment ladder. Job shadowing (where one employee follows another through their day to learn the ropes) and rotating roles to keep your workers challenged and open to new things are just two cross-training possibilities.

Start a mentoring program that partners new and less-experienced employees with a more senior worker who can take them under their wing and advise them on how to move up in the company. This is a particularly good strategy if some of your employees are getting ready for retirement and are willing to pass along their knowledge to eager-to-learn workers.

If the time comes when you need training that?s more elaborate, consider investing in an off-site program, which offers more interactivity and fewer distractions, and can be more time and cost effective if you are training a number of people at the same time. Ask around among fellow small business owners for suggestions, or contact your local Small Business Development Center or Women?s Business Center for local options.

Finally, before you start on a training program, set goals and methods for measuring success. Be as specific as possible about what you want your employees to achieve, and establish training goals for each of them. Let employees know that you?ll be assessing the training?s impact on their overall job skills and performance on a regular basis going forward, and that annual performance reviews will be used to gauge competency gaps and desired areas of improvement.

Training your employees doesn?t need to be difficult. With a little forethought, some research and an eye on the bottom line, it could even be fun!
