LONDON (AP) ? Former Prime Minister Tony Blair testified Monday that he never challenged the influential British press because doing so would have plunged his administration into a drawn-out and politically damaging fight.

Blair led Britain from 1997 to 2007, and his Labour Party government has been criticized by many ? including some of Blair's former colleagues ? as having an unhealthy relationship with the country's press.

Blair, speaking under oath at an inquiry into media ethics, said the issue wasn't that he and Britain's journalistic elite were too cozy, but that he had to tread carefully where press barons were concerned.

"I took a strategic decision to manage these people, not confront them," he told Lord Justice Brian Leveson, who is leading the inquiry. "I didn't say that I feared them ... (but) had you decided to confront them, everything would have been pushed to the side. It would have been a huge battle with no guarantee of winning."

Leveson's inquiry was set up following revelations of phone hacking at Rupert Murdoch's News of the World tabloid, a scandal which has rocked the British establishment and raised questions about whether top politicians helped shield Murdoch ? and the media in general ? from official scrutiny.

Blair's time in office was marked by unusually strong ties between Blair's left-wing Labour Party and Murdoch's News Corp. ? a company whose holdings include the populist The Sun newspaper and the right-wing Fox News network.

Blair became a godfather to one of Murdoch's children and his government has since been described by several colleagues as having been too close to the media mogul.

The former prime minister made no apologies for courting Murdoch, saying he was just one of several media tycoons who could make life difficult if they weren't happy with a position he was taking.

But he denied doing any kind of deal with Murdoch, "either express or implied."

Blair's testimony was briefly interrupted when a heckler burst in through a secure corridor behind Leveson, shouting: "This man should be arrested for war crimes!" before being removed by security.

Leveson, looking ruffled, said he would investigate how the man managed to sneak in to the secured zone.

Blair's government had an up-and-down relationship with many media organizations, basking in the glow of public adulation following his landslide 1997 victory and enduring increasingly caustic criticism following his deeply unpopular decision along with U.S. President George W. Bush to invade Iraq.

Blair's senior lieutenants developed a reputation for bullying, manipulation, and "spin" ? something Blair decried as an oft-repeated myth.

Still, he acknowledged that politics and media had become "far more rude and brutal ? and in a sense crude ? in its interaction."

Blair's appearance kicked off an important week at the judge-led inquiry. Several senior politicians have appeared at the investigation set up last year when it emerged that reporters at the Murdoch-owned News of the World tabloid had routinely hacked into the phones of public figure and crime victims.

The scandal has rocked Britain's establishment, leading to the arrest or resignation of dozens of journalists, media executives, political operatives and police, prison and military officials. It's also exposed a pattern of wrongdoing across the British press, from bribery to blackmail.

The investigation continues: As Blair was testifying, police said they'd arrested a 42-year-old woman on suspicion of money laundering offenses linked to the hacking scandal.

Leveson is examining whether politicians failed to get a handle on the lawlessness at the News of the World and other papers because they were too close to the media ? or too scared of it.

Current ministers, including Culture Secretary Jeremy Hunt, Education Minister Michael Gove and Home Secretary Theresa May, will also testify this week.

Leading Italian newspapers Corriere della Sera and Il Messaggero reported Monday that the pope's butler ? arrested three days ago for allegedly feeding documents to Italian journalists ? clearly did not act alone, and that an unidentified cardinal is suspected of playing a major role.?

The scandal exploded last week when within a few days the pope's butler was arrested, the head of the Vatican's own bank was abruptly dismissed and a book was published alleging conspiracies among the cardinals or "princes of the Church."

Gabriele, the pope's personal butler since 2006, was arrested Wednesday evening after documents he had no business having were found inside his Vatican City apartment. He remains in detention in a Vatican detention facility, accused of theft, and has met with his wife and lawyers.?

The 46-year-old father of three was always considered extremely loyal to Benedict and his predecessor, John Paul II, for whom he briefly served. Vatican insiders said they were baffled by his alleged involvement. Gabriele's lawyer, Carlo Fusco, reported Monday that Gabriele was "very serene and calm."?

Regulators probe bank's role in Facebook IPO

WASHINGTON (AP) ? Regulators are examining whether Morgan Stanley, the investment bank that shepherded Facebook through its highly publicized stock offering last week, selectively informed clients of an analyst's negative report about the company before the stock started trading.

Rick Ketchum, the head of the Financial Industry Regulatory Authority, the self-policing body for the securities industry, said Tuesday that the question is "a matter of regulatory concern" for his organization and the Securities and Exchange Commission.

The top securities regulator for Massachusetts, William Galvin, said he had subpoenaed Morgan Stanley. Galvin said his office is investigating whether Morgan Stanley divulged to only some clients that one of its analysts had cut his revenue estimates for Facebook before the stock hit the market on Friday.

The bank said late Tuesday that it "followed the same procedures for the Facebook offering that it follows for all IPOs," referring to initial public offerings of stock. It said that its procedures complied with regulations.

The questions about the role played by Morgan Stanley, the lead underwriter for the deal, add to the confusion surrounding Facebook's IPO. In the most hotly anticipated stock debut in years, the offering raised $16 billion for the social networking company, valuing it at $104 billion

On Tuesday, Robert Greifeld, the CEO of the Nasdaq Stock Market, acknowledged to shareholders of Nasdaq's parent company that "clearly we had mistakes within the Facebook listing."

The stock debut, originally set for 11 a.m. EDT Friday, was delayed more than half an hour because of technical problems at Nasdaq. Some brokerages were still sorting out the aftermath on Tuesday.

"Unfortunately, our clients continue to feel the effects of this in some cases," said Stephen Austin, a spokesman for Fidelity Investments, one of the country's largest brokerages. Fidelity was still waiting for some Facebook stock orders that it placed on Friday to be executed. Fidelity's systems had performed normally, Austin said.

In the meantime, Facebook stock itself has been a disappointment. It fell $3.03 on Tuesday to close at $31 and has now fallen $7, or more than 18 percent, from its offering price of $38. It managed to add just 23 cents in its first hours of trading on Friday, then suffered a big decline on Monday.

The Reuters news service reported Tuesday that a Morgan Stanley analyst, Scott Devitt, cut his estimate for Facebook's revenue this year to $4.85 billion from more than $5 billion earlier. Reuters reported that it was unclear whether Morgan Stanley had told only select clients about the reduced estimate.

Reuters reported that the analyst cut his figures for Facebook while the company's executives, including founder and CEO Mark Zuckerberg, were shopping the stock to potential investors in the weeks ahead of the IPO, a process known in investing as a road show.

Morgan Stanley, in its statement, did not specifically address which clients might have been told about a reduced estimate from one of its analysts. It said that "a significant number" of analysts, including those from other firms underwriting the stock issue, had reduced their estimates for Facebook to reflect publicly available information about the company.

That was a reference to a May 9 regulatory filing in which Facebook said a shift by many Facebook users toward mobile devices might limit its revenue growth. Social media companies have struggled to make as much money as they would like from mobile advertising. Advertising accounts for more than 80 percent of Facebook's overall revenue.

Morgan Stanley also said that revised analyst views were taken into account in setting the stock offering price at $38 per share. Facebook, working with Morgan Stanley, first set a range of $28 to $35 for the offering price, then raised the range to $34 to $38 before setting it at $38 on the night before the IPO.

When the stock started trading Friday, it jumped several dollars, but quickly fell back toward $38. It never crossed below that level on its first day, and outside analysts said that was probably because Morgan Stanley, eager to avoid the embarrassment of a first-day decline in the stock price, had rushed in with thousands of buy orders at $38.

The Wall Street Journal reported Tuesday night that Facebook's chief financial officer, David Ebersman, decided shortly before the stock debut to raise the number of shares the company would offer by 25 percent. The Journal, citing people familiar with the planning of the stock offering, also reported that Morgan Stanley had assured Ebersman there was plenty of demand for the stock.

A spokesman for Facebook Inc., which is based in Menlo Park, Calif., said late Tuesday that the company had no comment.

The SEC had already said on Friday that it was looking into problems surrounding the IPO. On Tuesday, the agency's chairman, Mary Schapiro, said: "I think there is a lot of reason to have confidence in our markets and in the integrity of how they operate, but there are issues that we need to look at specifically with respect to Facebook."

WASHINGTON (AP) ? Mitt Romney won the Kentucky Republican presidential primary Tuesday, inching closer to the GOP nomination for president.

With no serious opposition left, the former Massachusetts governor easily won the contest, claiming at least 32 of the 42 delegates at stake in Kentucky. Voters also went polls in Arkansas, with 33 delegates at stake in that state.

Romney could win all of Kentucky's delegates, though Texas Rep. Ron Paul, who stopped actively campaigning last week, was hovering just below 15 percent of the vote in early returns. That's the threshold needed to win delegates in Kentucky.

Romney has 1,024 delegates, leaving him 120 shy of the 1,144 delegates needed to win the GOP nomination for president. If he continues to dominate, he will reach the magic number next week, when voters in Texas go to the polls.

Virtually assured of the party nod, Romney has been in general election mode for weeks. He's been spending much of his time fundraising and focusing on Democratic President Barack Obama.

As voters in the two Southern states weighed in, Romney planned to spend Tuesday evening at a campaign fundraiser in New York before an appearance Wednesday in Washington to deliver a speech.

He is in the midst of a three-day swing through the Northeast that is expected to bring in at least $10 million.

Romney has struggled in some previous Southern contests, when former Pennsylvania Sen. Rick Santorum and former House Speaker Newt Gingrich were in the race. With them on the sidelines, Romney has an opportunity to display solid support in two states he should win in November.

Even though they have left the race, Santorum, Gingrich and Paul were on the ballot in Kentucky and Arkansas.

Texas, which offers 152 delegates, votes May 29.

The thing that pisses me off the most about about the food problem in America is the schools. And no I am not talking about School lunch. Not yet at least. Let me describe my experiences with my son.

They give the kids candy. A lot of candy. For every conceivable reason. Every birthday in the class is an excuse for the kid to bring ?treats? and hand them out. The ?treats? are always candy. Obviously every holiday is an excuse for some sort of party. And these parties always include candy. They reward the kids for various things. Reading a certain number of books. No one being tardy or late coming in from recess. And these rewards are often candy. They get candy on the first day of school. Candy on the last day of school. Candy at the book fair. At the very least one day a week, often more, there is an excuse for the handing out of candy. Often not just one little treat, but enough that they bring that crap home.

And this pisses me off. Because how is a parent supposed to combat that? Do I tell the teacher that when all the other kids in class get these treats, my child is not allowed? Yeah right, have my kid be the lone kid who doesnt get to participate. Anyone who remembers how it feels to be a kid trying to fit in knows this isn?t a good solution.

Now let?s talk about the school lunches, because those piss me off too. When I was in grade school my mother usually packed my lunch, it was pretty common then. And when I ate the school lunch, there were no choices. I got a square cafeteria style tray and the lunch ladies filled the little squares in it up with what was for lunch that day. Now I am not saying it was the greatest food, but there was normally some vegetables, some fruit, and some main course that had some meat in it. Potatoes were common. I remember turkey and potatoes with gravy. I remember carrots and green beans as vegetables being common.

But that?s not how it was by the time I got to high school, and its not how it is today. When I was in high school, it was common to see a person pick up a couple of popsickles and a pizza from the cafeteria, and wash it down with a coke from the vending machine. Today, at least in my sons school, NO ONE brings their own sack lunch. And when eating at school, they give these kids CHOICES. Imagine that, letting a kid in grade school choose for himself what he wants to eat! I have been in that lunch room before, and I am estimating half the kids were eating a lunch consisting of either chocolate milk or a sugary ?sports drink? and pizza. Pizza with a big fluffy crust, a bit of cheese and some sort of pepperoni looking bits of stuff on top. Dripping grease. Absolute shit.

And that really pisses me off. What in the hell do you think is gonna happen when you tell a bunch of kids here, eat what you want. And by the way, the choices include sugary drinks and greasy assed pizza?

Well what you get is a bunch of kids who between 8am and 3pm are ingesting candy in the classroom for any reason that can be conceived, and eating sugar and grease for lunch.

Now there are gonna be some teachers who read this and say ?thats not how it is at my school?. Fine. I am sure this is not representative of every school. But it shouldnt be representative of ANY school ANYWHERE.

This really pisses me off because if you don?t home school or send the kids to a private school, and lets face it these things are not an option for most people, you have to send your kids to spend their day at school 9 months of the year. And how are you supposed to start them out in life with good habits when you are being worked against in this way?

It?s shameful.

And it pisses me off.

Tomorrow I?ll stop being pissed off and talk about solutions.

WASHINGTON (AP) ? Satellite imagery shows North Korea is upgrading its old launch site in the secretive country's northeast to handle larger rockets, like space launch vehicles and intercontinental missiles, a U.S. institute claimed Tuesday.

The U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies said the upgrade of the Musudan-ri site began last summer and reflects North Korean determination to expand its rocket program.

The U.S. and other nations are worried such rockets could be developed to deliver nuclear weapons.

North Korea on Tuesday vowed to push ahead with its nuclear program because of what it called U.S. hostility. The international community is pressuring North Korea to refrain from conducting what would be its third nuclear test, following a failed attempt in mid-April to launch a satellite into space.

That launch, using its biggest rocket to date, the Unha-3, was from more sophisticated site at Sohae on the country's northwestern coast.

A crane is visible where the launch pad is being built 1.1 miles from the old one. At the current pace of construction, the facilities should be operational by 2016-2017, the institute said.

"This major upgrade program, designed to enable Musudan-ri to launch bigger and better rockets far into the future, represents both a significant resource commitment and an important sign of North Korea's determination," said Joel Wit, editor of the institute's website, 38 North.

The institute says the assembly building shows similarities to one at the Semnan launch complex in Iran, which has a long history of missile cooperation with North Korea. But, officials there say it's premature to conclude the two nations cooperated in designing the new facility.

South Korea's National Intelligence Service said Tuesday said it cannot comment on whether it has detected any new activity at the Musudan-ri launch site.

The upgrade could be of particular concern to Japan, as rockets launched from the site in the past have flown east over that country. The flight path from Sohae heads south over the Pacific Ocean in the direction of Southeast Asia, avoiding Japan and South Korea.

The April rocket launch drew U.N. Security Council condemnation, as the launch violated an existing ban. Similar technology is used for ballistic missiles. The North, however, is not believed to have mastered how to wed a nuclear device to a missile.

The top U.S. envoy on North Korea, Glyn Davies, who is meeting this week with counterparts from Japan, South Korea and China, warned Monday that the North conducting an atomic test would unify the world in seeking swift, tough punishment. Both of its previous nuclear tests, in 2006 and 2009, followed rocket launches.

A separate analysis of satellite images of a site that North Korea has used for its nuclear tests suggests it has ramped up work there over the past month. James Hardy, IHS Jane's Asia-Pacific specialist, said in a statement that there has been heightened activity at the northeastern Punggye-ri site, including mining carts, excavation equipment and a large amount of debris taken from inside a tunnel and piled around its entrance. The most recent image was from May 9.

In its statement Tuesday, in which North Korea vowed to push ahead with its nuclear program, it made no direct threat of a nuclear test and said it was open to dialogue. An analyst, Koh Yu-hwan at Seoul's Dongguk University, said the statement, from the North's Foreign Ministry, was a message that "the U.S. should come to the dialogue table (with North Korea) if it wants to stop its nuclear test."

The 2006 and 2009 long-range rocket launches that preceded the North's previous nuclear tests were from Musudan-ri. Citing earlier satellite imagery of the site, the U.S.-Korea Institute said land-clearing for the new facilities there began in the fall, and work has proceeded at a fast pace for eight months.

The latest image, from a commercially operated satellite, shows four concrete footings on one side of the launch pad that appear to be for a gantry that would prop up a rocket at launch. It has bigger dimensions than the gantry at the more sophisticated launch site at Sohae.

On another side of the launch pad there is a deep "flame trench" to capture the blast from a launched rocket. Slightly further away, on either side of the launch pad, are two separate buildings designed to enclose the fuel and oxidizer tanks that would funnel propellant into the rocket.

Satellite imagery also shows that about 70 homes, five larger buildings and many sheds in the nearby village of Taepodong have been razed and foundations laid for a large T-shaped structure that appears intended for assembling rockets. A road is under construction that would lead from this building to the launch site, 1.2 miles away.

The building's dimensions are larger than at the comparable structure at Sohae, and the existing one at Musudan-ri, the institute said.

A State Department spokesperson declined to comment on the institute's findings Tuesday, describing it as an intelligence matter.
